Capturing economic expansion requires an equally unique, organized and <br />progressive program lo remove Iocational limitations. The implemenling actions summarized <br />here are extracted from the report. They overlap other recommendations because of the <br />interrelationships of land use, market, financing, transportation, design and organization. <br /> <br />Implementation is a system of actions and interrelationships as well.
