HIGHWAY #I0 CORRIDOR STUDY
By: James Gromberg, Project Manager

CASE #2

Background:

The Ramsey City Council commissioned the Corridor Study in 1988 in an effort to plan and
capitalize on the future improvements along Highway #10. All members of the EDC should by
now have received a copy of the Highway #10 Corridor Study; if not, please let me know and I
will provide you with same. The study itself contains ideas and/or suggestions as to how the City
may capitalize upon the Highway #10 corridor. During our discussion of goals at the December 4,
1991 meeting of the EDC, some of the goals proposed for the EDC are directly affected or are in
relation to the Highway #i0 Corridor Study. Those suggested goals are:

1) Conduct a review of the Highway #I0 Corridor and initiate ordinance and policy
changes in order to make the corridor more viable and aesthetically pleasing.

2) Provide for discussion of redevelopment plan of Highway #10 Corridor.

3) Provide for formation of a coalition targeting activities requisite to a Mississippi
River Crossing south of Highway #10 and east of Trott Brook.

The Economic Development Commission should also look at the goals that were set up in the
Highway #10 Corridor Study to decide which goals have been accomplished, which goals have yet
to be completed and whether or not those goals still are reflective of the overall thoughts as to what
the Highway #10 Corridor Study should become.

Commission Action:

Based upon the discussion of the Highway #10 Corridor Study, which may in fact take more than
just the one meeting in January, the EDC should make recommendations as to possible changes in
the Highway # 10 Corridor Study including goals and what actually exists along the Highway at
this time. A plan should be formulated to submit to City Council as to how the Highway #10
Corridor Study program will be completed and the completion dates.

Review Checklist:

Project Manager
City Administrator

EDC:01/08/92
