The reason for the focus of our
attenuon includes:

~ Safety
~ A l~ge population density, hence the need for alternative transportation
- Proximity of students and others to academic and recreation opportunities on
either side of the Rum River
- ~Tr~fic congestion and pollution reduction
- EnqOuraging sustainable mobility
!mglroving the environmental quality of life

We have 1.~arned that the Met Council's Transportation Advisory Board is requesting
proposals fbr bicycle and walkway projects. These federal funds are an indirect result of
President Bush!s National Transportation Policy which strives for an environmentally
sound, ecoaorfitcally strong d~rect~on for national transportation. A total of $1.5 million
may be avatlable for th~s area.

The Citieslof::Anoka and Ramsey's trail proposal would link the Anoka Senior High
School, Ri~er~s', Bend Park and Anoka via a trail adjacent to State Highway #47, then
westerly a!bn~ County Road #116 to Dysprosium Street and Thurston Street. From this
intersectior~ ooe~ could go south to the Anoka Technical College or the Mississippi River
area or north 0~. Dysprosium Street to the Flintwood Terrace Park trail. From this trail to
the north W}Oulrt be a~tditional trail development funded by the grant. This leg would link
Flintwood Teff, ace north to the Ramsey Elementary School.
The deadlilae [fOr submittal for these funds is November 2, 1992. Staff would like to
introduce the 0roposal and receive the Park and Recreation Commission's endorsement at
the meeting~ Ii is possible that Commission members may be called upon to make contacts
in support 6f the bike and pedestrian transportation path.

Additional information will be available at the meeting.

CommissiOn Action:

Motion to proceed with pathway funding request.

Reviewed; bY:

City Admiqistrator
City Engin ,e, er
Parks/Utili~s Coordinator

Copies also distributed to:

Police Chief
City of Anoka Park Director
