TRADITIONAL BIKEWAY/WALKWAY PROJECTS <br /> <br />Qualifying Criteria <br /> <br />Bikeway/Walkway projects must meet applicable criteria to qualify for priority evaluation: <br /> <br />1. A bikeway or walkway project must be consistent with adopted regional plans. <br /> <br />2. A bikeway or walkway project must be consistent with the locally adopted comprehensive <br /> plan. <br /> <br />3. The facilities must primarily serve a significant transportation purpose rather than only a <br /> recreational purpose. <br /> <br />4. Those projects which provide grade-separated access across significant barriers such as, <br /> railroads or busy roadways, must be designed such that at-grade access is discouraged. <br /> <br />5. Ordinary sidewalk construction is not eligible. <br /> <br />6. It must be demonstrated that the facility will be available to and serve the general public. <br /> <br />7. Skyways must connect public buildings or public parking facilities with the existing CBD <br /> skyway system either by themselves or in conjunction with a larger project. Federal funds <br /> must not be used to reduce or eliminate normal private party cost participation in a skyway <br /> project. <br /> <br />8. Projects must be coordinated with all affected communities and other levels and units of <br /> government. (Demonstrate coordination with other levels and units of government.) <br /> <br />Priority Criteria <br /> <br />Points <br /> <br />200 a. <br /> <br />100 b. <br />100 c. <br /> <br />500 <br /> <br />Points <br /> <br />100 2. <br /> <br />Demonstrate the need for the facility, by: <br /> <br />Providing access to or within an activity center, such as a downtown, <br />shopping center, employment center, educational complex or transit <br />hubs. <br />Implement a locally adopted bike or pedestrian plan. <br />Correcting of known or potential safety hazards. (Provide listing) <br />Providing an interface with other modes. (Facilities to or at a park- <br />and-ride lot, transit hub, etc.) <br /> <br />Ex/sting facilities should be utilized wherever possible rather than making <br />additional capital investments. <br /> <br /> <br />
