INTERIM STP PROJECT CRITERIA <br />Bikeway-Walkway Projects - 1992 <br /> <br />DEFINITION - Bikeway-Walkway projects must meet the following definition to qualify for further <br />evaluation: <br /> <br />A CONTINUOUS FACILITY DESIGNED PURSUANT TO AN OVERALL PLAN AND <br />DESIGNATED FOR THE TRANSPORTATION USE OF BICYCLES, OTHER VEHICLES <br />PROPELLED BY HUMAN POWER, OR PEDESTRIANS. Specifically, a "bicycle transportation <br />facility" means new or improved lanes, paths or shoulders for use by bicyclists, traffic control devices, <br />shelters, and parking facilities for bicycles. <br /> <br />The project must be a permanent improvement. Temporary construction is defined as work which <br />must be essentially replaced in the immediate future. Staged construction is considered permanent <br />rather than temporary so long as future stages build on rather than replace previous work. <br /> <br />The right-of-way acquisition costs, costs required to complete studies, engineering, design, etc., will <br />not be eligible. Noise barriers, drainage projects, fences, landscaping, etc., are ineligible for funding <br />unless included as part of a larger project which is otherwise eligible. <br /> <br />Designs for bikeways must be in accordance with AASHTO standards to the extent possible. <br /> <br />A total of $1,500,000 federal STP funds will be allocated in this interim process. The total estimated <br />cost of a project must exceed $25,000. One unit of government such as a county, could "package" <br />more than one small project to meet the minimum level. This may be especially applicable to <br />innovative projects. The minimum local match must equal 20% of eligible project costs. It may <br />include separate but related elements and support facilities which are not at the same location. The <br />maximum federal funding for any one project will be $500,000. This may be over-matched up to 50% <br />of total cost resulting in a $1,000,000 project. <br /> <br />A contract must be let prior to December 31, 1993. <br /> <br />Eligible project sponsors include state and regional agencies, city and county government units. The <br />project submitter is responsible for the local share of project cost. The project submitter is also <br />responsible for any liability associated with the project and ongoing maintenance. <br /> <br />The TAB reserves the right to subdivide projects to allow or encourage more projects to be funded. <br /> <br /> <br />
