He
stated there were some funding changes in the last year with probably the most significant one
being the cutting of adult programs.

Harriet Larson, Community Education Coordinator for Ramsey, was present to inform the
Commission/Council about the classes being offered and how they have been received by the
residents. She stated she has really experienced a "sense of community" in Ramsey and is
impressed with all the volunteers available and willing to help. She stated the Community
Education Program is developing a pre-school program and the classes are filling fast. The athletic
classes fill quickly and there is also a rise in the enrollment of the craft classes. There has been
requests for a girls basketball team. Ms. Larson added that she would like to get a student council
organized to help determine what activities the youth want. She also mentioned the idea of offering
science and geography classes which would explore education in a fun way. She stated they are
considering later start times for some classes so that children with working parents can also attend.
She was impressed with the students from Anoka High School helping out with some of the
basketball classes and stated they have expressed a desire to help out with the basketball clinic.
She stated she "has a love for the success of children" and shared a photograph album full of
pictures of children participating in the different classes offered by the Program.

Mr. Kerr stated the following is a list of what the Community Education Program expects of ifs
coordinators: 1) Arrange community access to school facilities and communicate school policies
and procedures; 2) Provide services and programs for the audiences; 3) Be involved in
community wide issues; and 4) Be involved in what's happening in the school itself.

Chairperson Hetland inquired how community education relates to the Park and Recreation
Commission and how the Commission could be of service to the program.

Mr. Kerr stated this presentation is more for an "awareness issue" as the City is paying for these
services. He stated the Commission could assist by helping to determine the needs and wants of
the community. He stated the program is always open to suggestions and that they would would
provide what they could with regard to the requests and suggestions.

MORE CITIZEN INPUT

Stanhope Terrace residents - They again expressed concern for the safety of their children because
of no park to play in. They mentioned there is approximately 18 acres deemed as City park land at
Roanoke Street N.W. and 154th Lane N.W. They offered volunteer labor to help level the park

Joint Park & Recreation Commission/City Council . June 11, 1992
Page 2 of 5
