That is not to say all parks will be developed fight away, but a <br />needs assessr~n~ will be done. <br /> <br />Another resident~inquired about a trail from 153rd through Juniper Ridge to the river and north of <br />156th. <br /> <br />City Adminis~at0r Schroeder stated that the City of Ramsey has about 40 parks and only about <br />three or four ~of !them are "really developed". He stated the Commission will be discussing <br />neighborhoc~l,. ~a~ ~s and where they fall on the priority list. A case will be placed on the agenda to <br />determine wh~rt d istricts the parks are in and how many dollars it will take to develop a park in the <br />area and how irn~' n.y dollars have been dedicated by the developer or through park assessments. <br />Some of the c~lte: ia that will be looked at will be the density of the area and where the dollars have <br />come from. Wit ~ iregard to a park for the Stanhope Terrace residents, he stated there may be a <br />chance that the ark ground could be leveled fight away, but he didn't think anything more <br />significant tha~ tlr tt could happen immediately. <br />A resident.commented, th. at this area is one of the highest tax base areas in the City and reiterated <br />that the res~derttS ~ w'tlhng to volunteer labor. <br />Case #2: iSt~'ategy for Park Development <br /> <br />Parks/Utilities¢C~rdinator Boos stated the intent of this joint Commission/Council meeting is to <br />examine the p~k Ihnd open space dedication portion of the Subdivision Ordinance to determine if <br />what is cont~n6i:l within it addresses the presumed needs of the City. The subdivision <br />requirements t~'e ~arrently under review by Staff. He added that questions and multiple choice <br />comments/anS~e/~;have been listed in the case packet to assist in examining the effectiveness of <br />the subdivts~onorflmance. <br /> <br />The Commissien ~d Council proceeded to discuss each question. <br /> <br />1) When ShoUld neighborhood parks be developed? <br />The following ~lU~Stions were raised - developed to what extent and if fully developed, does this <br />include an irri~tiqn system, etc.? Should a commitment be made at the time of the development <br />platting? <br /> <br />Councflmember Ztmmerman stated that developers want to see what their park dollars are doing. <br /> <br />Chairperson H~.tl~d stated that we need to look at each subdivision and determine if land, cash or <br />a combination c~f I~h are needed. <br />Commissioner ~k stated he agrees that each subdivision's needs must be assessed. If the whole <br />park dedieatio~ iS~l!and, there is no money available for development.
