B) Parks, <br /> <br />Mayor Oilber!so: ~.stated that the City has now been divided into 17 park districts. He added there <br />is a lot of park i: M available that the City hasn't done anything with. He commented he'd like to <br />have parks inial ',the subdivisions and added that some people have been waiting 20 years for a <br />developed pa~. i ~ their neighborhood. <br />Councilmeml~ea' ?eterson stated it's difficult to take money from the general fund to develop the <br />parks. <br /> <br />Mr. Schroefleir si~ted he also feels the City is underdeveloped with regard to parks. He asked <br />Council what!ith~y want the City to become and in what time frame. He stated all the park <br />development'~anfi0t happen in five years without a park referendum or something on that order. <br />Mayor Crilherfi3~ off felt a referendum would be fair. <br />Mr. Schroede[r f~lt that under the current law, referendums were not a good idea. He stated if <br />Council was ih a~eement that every park should be developed to its fullest, it would cost about <br />four million d~ll~s and that a plan has to be put together for funding the same as was done with <br />the equipment pegl ~aCement fund. <br />CouncilmemPer ~eterson stated that the Fire Department would be requesting to spend money on <br />public safety a~so~i <br />Councilmemb~r Zimmerman felt that the greatest demand in the future will be in the water and <br />sewer district, <br /> <br />Mr. Boos stated ~at districting is defining the areas of greatest need, <br /> <br />Mr. Schroederlfelt that every district ought to have its own little park system. <br />Councilmen~ ~..~ P,,r~erson inquired how to handle the people who have been waiting for years for a <br />developed pai'~ ~i:l now new neighborhoods are coming in and the new areas will be getting <br />developed Pa~s right away. <br />Mr. Schroedcrls..~j'ed the City's track record with regard to park development has not been good <br />and that parkd'.~:li~ation money ought to go to park development. <br />Councilmember Zimmerman stated that developers also want to know the time frame for <br />developing parks.~ <br /> <br />Mr. Schroede~ s~ted that an extra $200.00 per assessment would be used to ensure park <br />development <br /> <br />Mr. Boos stated tl~ere ~s snll the ~ssue of deahng w~th old park land that has not been developed <br />yet. He sugg~ .~ (hat the City should not be afraid to decline a developers offer of land and opt <br />for money inSt~a&tfor park dedication. The City basically has enough park land, now it needs the <br />dollars to dev61o~ ;them.
