Zoning Administrator Frolik mentioned keeping the trail system, wherever possible, out of the <br />road right-of-way. <br /> <br />Councilmember Zimmerman suggested pursuing more volunteer help with regard to parks. He <br />added that the City has to make its needs known to its residents. <br /> <br />Adopt-a-Park was briefly discussed. Mr. Boos stated that sometimes volunteer work hasn't been <br />truly acknowledged. <br /> <br />Mr. Schroeder stated the City should concentrate on developing parks in the more dense areas of <br />the City. <br /> <br />Councilmember Peterson stated that along with more developed parks comes the need for more <br />maintenance and more money to perform that maintenance. <br /> <br />C) Transportation <br /> <br />Mayor Gilbertson suggested completing the 153rd Avenue N.W. project as it was considered a <br />priority last January. <br /> <br />Councilmember Zimmerman mentioned the connection of Sunfish Lake Drive with Sunfish Lake <br />Boulevard. <br /> <br />City Administrator Schroeder stated that the last couple of years there's been a problem with <br />proving benefit of assessment projects. The League of Minnesota Cities is talking about a <br />transportation utility. There would be enough revenue, in theory, to cover maintenance (upgrading <br />of roads, etc.). He questioned if Council is interested in pursuing special legislation for the <br />purpose of completing transportation routes. <br /> <br />City Engineer Jankowski stated it is possible to charge more for maintenance of dirt roads and a <br />transportation utility could address that. <br /> <br />County Road #1 t6 was discussed. Councilmember Peterson commented that the City doesn't <br />know where the County stands. He felt that the Police and Fire Departments should have input <br />and that the City must continue to work with Anoka County. <br /> <br />Another suggestion was to look at the Highway #10 frontage road. <br /> <br />Mayor Gilbertson stated that the transportation utility money would be put in to savings so the <br />money could be available for maintenance. <br /> <br />Councilmember Peterson asked Public Works Supervisor Mevissen if he feels the street system is <br />funded well enough to do the job to which Mr. Mevissen replied that the Public Works Department <br />is doing a real fine job of keeping roads maintained and that they are in good shape. <br /> <br />Mr. Jankowski stated that the City has some roads that are on the "thin side" and that the City will <br />have to overlay some of these within a few years. He stated he has been pleased with the funding <br />thus far for the streets program. He added that a seven year cycle is a good time frame for <br />maintenance. <br /> <br />Councilmember Peterson stated that the City needs to start lobbying the County regarding County <br />Road #63 and also the State regarding State Highway #47. <br /> <br />City Council Goals Workshop/July 21, 1992 <br /> Page 4 of 8 <br /> <br /> <br />
