As it relates to "F" above, the City of Ramsey is fortunate to have two substantial County
parks contained within its borders (be it though undeveloped). Rum River Central has
Metropolitan Council regional park status; Anoka County Parks Department and others are
requesting that Mississippi West also be designated a regional park.

If we were to assume that Ramsey residents have greater access to these recreation
resources, should we then assist financially with specific improvements in these County
parks ff Ramsey's residents are direct beneficiaries?

Cost share as a way to expedite or leverage certain recreational development
Only as a way to assure the City's interests are protected
Never, as it is the County's obligation to be responsive to Ramsey residents
and to develop their parks

We have a need, should the Commission and Council agree, to develop our park system
including the above named facilities. On what funds should we rely for this development
and to what extent does the answer vary?

A. Park dedication
B. Assessments or fees
C. Bond issue
D. Donations
E. General Fund
F. Infrastructure Fund
G. Other

Given all of the above, what should we do about park dedication requirements (note: in
1985 the City of Blaine estimated that a six acre neighborhood park [consisting of
playground, hard surface multiple use court, athletic field, picnic area, open shelter, trails
and parking lot] serving 1,000 persons costs $112,800)?

Land requirement
Fee/lot requirement
Proportion spent on neighborhood vs. other park uses

Enclosed for review:

a) City Code relating to Park and Open Space Dedication with proposed
revisions

City Council and Park and Recreation Commission Action:
Based on discussion.

Reviewed By:

City Administrator
Parks/Utilities Coordinator

CC/P&R: 6/11/92
