SubdivisiOn' Design Standards <br /> <br /> : ~ ~ubdivlsion 1. Purpose. The City Council recognizes it is <br />essential to ~¢ ~¢alth, safety and welfare of the residents of Ramsey and persons working <br />in Ramsey, that~the character and quality of the environment be considered to be of major <br />importance ~ t,hi~ planning and development of the City. In this regard, the manner in <br />which land iL d~¥eloped and used is of high priority. The preservation of land for park, <br />playground a~nd ~blic open space purposes as it relates to the use and development of land <br />for residentii0. ,~mereial/industrial purposes is essential to the maintaining of a healthful <br />and desirabl{en~,, !ronment for all citizens of the City. The City must not only provide these <br />n.e.cessary a~' ri[ties for our citizens today,t~ but also be insightful to the needs of our future <br />citizens. <br /> <br />It is recognized ~y the City Council that the demand for park, playground and public open <br />spaced withih a ~rfiunicipality is directly related to the density and intensity of development <br />permitted a/Id ~ilowed within any given area. T~..~,.,,,.,..,.... ,..,v., Higher Density <br />developmcnt,~ rr :hn greater numbers of people and-higher an increased demands for <br />..... r"-~," ;::.nd recreational resources and public open space, t-o T o <br />disregard thit~ p: ihciple is to inevitably over-tax existing facilities and thus, diminish the <br />quality of the!'en drOnment for all. <br /> <br />The City's-~c,~ms Comprehensive Park and Open Space Plan has <br />establishe, d$ !mihimum community criteria for meeting the needs of the residents of <br />Ramsey. <br /> <br />It is the polio}' o~ Ramsey that the following standards and guidelines for the dedication of <br />land for park~pl~yground, and public open space purposes (or cash contributions in lieu of <br />such dedicafi~n)~iB the subdividing and developing of land within the City shall be directly <br />related to th¢fde~sity and intensity of each subdivision and development. I ! is fu rt h e r <br />the p°ll~§ (ria! it is intended that subdivision 6edication shall <br />first be ial}0cated toward deficiencies in the subdivision, <br />neighborhood or specific district park(s), then to trails linking <br />parks, th~n~0mmunit§ parks, then multi-jurisdictional park(s) in <br />Bamse§. ~ir~all§,tha! dedication fees recognize the impact upon <br />each of tl~e~e s§stems by the subdivision of land. <br /> i S~bd. 2. Residential parkland dedications. The amount of land to <br />be dedicatedlay ~ ~ubdivider for residential development shall be based on the gross area of <br />the proposed ~u~division, proposed type of dwelling unit and density. <br /> <br />The formula )r .~d dedication shall be based on <br /> <br /> Dwelling Units <br /> <br />0.3 units per acre <br />0~1- 3.0 units per acre <br /> I - 5.0 5.0 units per acre <br />6~ §. 1 + units per acre <br /> <br />the number of proposed units per acre. <br /> Land To Be Dedicated <br /> <br />7% <br /> <br />10% <br /> <br />12% <br /> <br />Add .5% for each unit over 5 6 <br />0naximu-m-of 16.5 %-) <br /> <br /> <br />
