In addition to the above Stage I and Stage II improvements, additional <br /> improvements may be required in the specific development contract. <br /> <br /> Supervision. The installation of the above improvements shall be <br /> under the control and supervision of the City Engineer who shall <br /> specify the manner in which such installations shall be made. <br /> <br /> Monuments. No final plat shall be approved by the Council unless <br /> the owner or subdivider shall have placed and installed survey <br /> monuments of a permanent character at all points as shown on the <br /> final plat as required by the Engineer and County Surveyor. All <br /> United States, state, county or other official bench marks, monuments <br /> or triangulation stations in or adjacent to the property shall be <br /> preserved in precise position. <br />Subd. 3. Basic improvements installed by developer, <br /> <br /> General Rule. No final plat shall be approved by the Council <br /> unless the owner or subdivider has, at his own expense, complied <br /> with the requirements of this section. <br /> <br /> Stage I Improvements. <br /> <br /> 1. Sanitary Sewer. Sanitary sewer mains and service <br /> connections stubbed in to the property line shall be installed to <br /> serve all lots in the Subdivision when the location of such plat is <br /> within an area of the City which is either being assessed for <br /> sanitary sewer service or within which contracts for such service <br /> have been awarded by the Council. The Council, in its <br /> discretion, may waive this requirement upon a showing that to <br /> require the installation of such sanitary sewer mains within the <br /> Subdivision would not be feasible with regard to the extension <br /> of existing trunk and interceptor mains to service the <br /> Subdivision or that the particular locations or unusual <br /> circumstances of the proposed plat would cause undue hardship <br /> to either the owner or subdivider or the City. <br /> <br /> 2. Streets. Streets shall be constructed which are graded and <br /> paved in accordance with specifications provided by the City <br /> Engineer provided, however, that when sanitary sewer mains <br /> are not to be installed within the Subdivision, the Council, in its <br /> discretion, may waive the requirements that such streets be <br /> paved. In the event such waiver is granted, the owner or <br /> subdivider shall deposit with the City a sum of money equivalent <br /> to the Engineer's estimated cost of such paving. <br /> <br /> 3. Curb and Gutter. Concrete curb and gutter shall be installed <br /> in those subdivisions where sanitary sewer water and paved <br /> streets are required. <br /> <br /> 4. Storm Drainage. A system of drainage that will adequately <br /> take care of the water runoff within the Subdivision shall be <br /> provided. In the event it is feasible to connect to existing storm <br /> sewer systems, storm sewer malts within the Subdivision shall <br /> be installed. <br /> <br /> <br />
