Case #4 <br /> <br />PROPOSAL FOR INSURING EQUITABLE, ORDERLY <br /> PARK PLANNING AND DEVELOPMENT <br />By: Ryan Schroeder, City Administrator and <br /> Mark Boos Parks/Utilities Coordinator <br /> <br />Background: <br /> <br />This concept niight ,be best def'med as "Park Districting" the intent is to basically divide the City into <br />districts as delft'leaVit by geographical barriers such as streams, major wetlands and thoroughfares or by <br />the distance to a~ce~a recreational resource. <br /> <br />The introductiofl o~this proposal may be timely in that the Park and Recreation Commission must begin <br />examination of thea, Five Year Capital Improvements Program (C.I.P.) and formulation of the 1993 Parks <br />Capital Impr°ve~ei~t request. <br />Possible benefiti in~Iude: <br /> Simplify?anti provide parameters and jurisdictions for park planning and timely development. <br /> p~?p~rtionate or equitable expenditures throughout Ramsey. <br /> Insure <br /> <br /> klentifY ~eaS~nable areas to "expect" neighborhood park amenities. <br /> Identify Bn~ue recreational aspects or resources within districts that may mitigate the need for <br /> tradmon~l ir~provements. <br /> <br />Possible concerns include: <br /> <br /> What if District A has twice the density of District B, but District B has paid twice the park <br /> dedicatioft? ' <br /> <br /> With regardito natural resources, what value, for instance, would the Mississippi River in a <br /> neighbor~ho~d~have on recreation and open space requirements? How might it be measured? <br /> Do community parks/playfield mitigate the need for expenditures for the neighborhood within that <br /> district? <br /> <br />What ratio of available dollars should be made available outside of the given district for City wide <br />recreatio~ facilities (i.e. community parks, trails, etc.)? <br /> <br />If districting seen)s at all viable, Staff will assemble additional information for your consideration. <br /> <br /> - A~se~inventory by district <br /> R~Solarce assessments <br /> - D~m~graphics of parcels <br /> - DOlI~s in park dedication paid and the ratio of those dollars to assets. <br /> POteqtial development within a given time frame <br /> <br />A proposed district map will be available at the meeting. <br /> <br />Enclosed for ypur review: <br /> <br /> 1992 C.I.P. bUdget request from Park and Recreation Commission to Budget Committee (last <br /> summer) ~ <br /> <br />Review Checkiistr: <br />City Administrat~ :~ <br />Parks/Utilities Coprd'mator <br /> · <br /> <br />P&R: 5/14/92 · <br /> <br />Copies also distributed to: <br />Finance Officer <br /> <br /> <br />
