DE i

Case #2

~RMINE FEASIBILITY AND VEHICLE FOR RESIDENT
IVIDUAL, GROUP AND BUSINESS) PARTICIPATION
ND/OR DONATION FOR PARKS AND PROGRAMS
By: Mark Boos, Parks/Utilities Coordinator

BackgroUnd,:

Park imprOveraents are generally viewed as worthy or necessary for maintaining Ramsey's
quality of life and usually result in a pleasant experience for all when planning for these
tangible e~peh, ditures. Given the existing economic climate, these tasks are slightly less
fulfilling ahd a bit frustrating.

Recognizin'g the inability of the City to allocate enough funds for all of the worthwhile park
improvernants,~ the City Council invites the Park and Recreation Commission, residents and
Staff to explo~e~an avenue for insuring that we maximize volunteer opportunities and make
continued progress in our parks.

This could~ take the shape of a reduction in expenditures such as trash pick-up or tree
planting (i.~. "Adopt-A-Park", Park and Recreation Commission Goal #26); or it might be
a mechanism ~for soliciting or acknowledging donations, similar to Park and Recreation
Goal #18, ~or~tinue to seek out.., as well as initiation of private foundation requests.
Ideally this Ve~icle would accommodate both.

Having maple ~ese observations it would be my suggestion that we explore this subject in
an "anything goes" brainstorming discussion. The Citizens Tree Comn-fittee is but one
example of r~idents volunteering without a guarantee of reward beyond personal
gratificatioO. They, I believe, will be a valuable resource in determining the feasibility or
approach f6r a!l~ark stewardship initiative.

Whatever p~og
the 5-Year f2o
labor (to in~lm
part of the ~or

:tess is made with this concept, it will still be important to identify as part of
riprehensive Plan any items that may be suitable for donation or volunteer
ie each developable park). A small matching dollar amount could become a
~ission's Capital Improvements request to leverage donations, etc.

IncidentallY, everyone I have spoken to agrees that the phrase "Adopt-A" is worn out.
Perhaps a d~scfiptive acronym?
Enclosed foriYour review:

December 1991 article from Parks and Grounds Management
April 1991 article from Minnesota Cities

Review Che¢klist: Copies also distributed to:
Parks/Utilitibs Coordinator Kathi Peterson

P&R: 5/1.4/9~2
