· Licenses tYr manufacturers and distributors at wholesale.

· Consumption and display pet-mits.
Caterer's permits.

· Importer licenses.

· Ethyl alcohol permits (for pharmaceutical and hospital use).

3. What is "split-liquor"?

"Split liquor" refers to a city that operates a municipal liquor store but
has received permission fi'om its voters to issue private on-sale licenses.
The election that is held to get permission from the voters is often cat, led
a "split liquor" election.

Can a city issue a temporary 3.2 percent
malt liquor (beer) license to a softball
team?

It depends. The softball team must meet the eligibility requirements in
state law, as well as those in the city's ordinance. Insurance requirements
must also be met. Often, there can be a problem in clearly defining the
premises where the liquor must be consumed. Also problematic is the
ability of the licensee to properly control the premises. See the LMC
research memo hiqztor LicensbTg and Regulation (LMC 360B IA.4) £br a
further discussion or call the League for more information.

Can a liquor store have a drive-through
window?

No. A state rule prohibits selling liquor off-sale from any type of
window or opening of a building. Obviously, an on-sale license only
allows saLes that will be consumed on the premises, so a drive through
window for "to go" orders would not be allowed.

6. Where can I get license forms?

Contact the Department of Public Safety's Alcohol and Gambling
Enforcement Division for license forms. Their office can be reached at ·
(651) 215-6209. Forms and additional information are also available at
their web site at: http://www, dps.state.mn, us/alcgamb/alcgamb.html.

7. Can minors be excluded from places that
serve liquor?

A city cam-tot adopt an ordinance that prohibits an 18-, 1%, or 20- year-
old fi'om entering a licensed establislnnent tbr the purpose of worldng,
eating, or attending a social tSmction.

4 League o1' .Vlinnesata Cities
