The numbers-are assigned for identification <br />purposes only. <br /> <br />Basic Operating Principles (BOP's) <br /> <br />During the goal-establishing exercise, the following two items were <br />identified as Basic Operating Principles (BOP's) to which the council and <br />management team should adhere continuously in the conduct of their <br />duties and leadership for the community: <br /> <br />Protect the city's natural resources. <br /> <br />Provide the best basic services to Ramsey residents. <br /> <br />The CouncibStaff Partnership. <br /> <br />A highly-productive council-staff partnership is essential to achieving the <br />goals identified above. Council and the management team represent the <br />collaboration between two inter-dependent groups, both of whom make <br />vital contributions to defining the city's leadership direction and the <br />achievement of that direction through well-planned and managed <br />implementation efforts. Appendix B of the participant workbook contains <br />information dealing with the aspects of the council-staff partnership. <br /> <br />The chart listed on the next page emphasizes the importance of council <br />identifying what it wants and needs from staff and staff identifying what it <br />wants and needs from council in the council-staff partnership for success. <br /> <br /> <br />
