To comply with code requirements, the building design <br />shoUl,i:l be:altered to locate the two loading docks to the north side of the building. This <br />coul~re~lt in the necessity to alter the proposed location of the building to accommodate <br />manehverhbility area on the north side of the building. <br /> <br />Desilgq 6fioff-Street Parking, Driveway and Loading Dock Areas: City Code requires that <br />all 0~ith~[ areas include curb and gutter and be surfaced with concrete or asphalt. The site <br />plan i~ndieates an existing driveway and off-sn-eet parking area with bituminous surface and <br />no ctirb~r~g. The site plan proposes a Class 5 second access from Hwy. #10 and <br />man¢~venng area to loading docks and LP storage tank. The applicant has noted that there <br />have ~be~ discussions with the City regarding the need for storm sewer improvements in <br />thearg ~h, '~ a ~ ich ma), involve the subject property and has therefore requested the waiving of <br />all a~dfi:ional pavement and curbing requirements that may be required. City Staffs <br />re¢0~m~Odation is that B612 concrete curbing be required, at a minimum, from the <br />prope,)rt~ y:,i~ntrance up to the six foot chain link fence to be installed on all new and existing <br />pav~x[~a~s. The future storm sewer could be located beyond this paved area. Most likely, <br />it could be placed in the vicinity of the existing parcel's western border. To meet City Code <br />requi~m~nts, the applicant should pave the traffic pattern routes to the loading docks and <br />LP storage tank. Curbing might be waived beyond the fenceline. The fence could be <br />mov¢~ n0nh to accommodate the additional off-sn'eet parking spaces. <br /> <br />~., The facility will continue to be served by an on-site sewage disposal system and a <br />privat~ W~I1. It is the City's understanding that the proposed building will not significantly <br />incre~e W~ater use or wastewater generation. <br /> <br />Lancl~c:a~in~, Screening: Minimum 20 foot landscape buffers are required and provided for <br />adjacent ~0 U.S. Highway #10. All of the combined property from the existing office/retail <br />buildihg ~h"orth is proposed to be enclosed with chain link fencing. The landscaping plan <br />propd~esl to install 3 Mountain Ash trees and 15 shrubs along the fenceline from the <br />weste~'ly[~line of the easternmost driveway to the west property boundary. Landscaping <br />shoul~l als0 be considered to help screen the large L.P. tank currently located between the <br />parkirjg lot and T.H. #10. <br /> <br />~ Drainage within this area has been problematic. An area of approximately 2.5 <br />squar~ :r~ies to the north drains to the subject property. In the mid 1980's, lengthy <br />pump[nffiWhich lasted for months occurred at this property. The City is pursuing a storm <br />sewe~to ~j'ovide drainage at the location as a long term solution. In the interim, however, <br />the prbpo~sed addition of building area and the drive surfacing will increase the amount of <br />runof~ gl~erated by this property. Presently, ponding occurs on the property in the <br />location of the L.P. tanks located along the sites existing western boundary. Additional <br />drainage runs onto the adjacent Burlinaton Northern Railroad riaht-of-way and ponds in <br />the railroad ditch. It is recommended ~hat a seapage pond be cremated in the northwestern <br />corne~of:the western parcel. <br /> <br /> <br />
