23. <br /> <br />That the Applicant has been issued a Hazardous Waste Generators License by <br />Anoka County Environmental Services relating to the solvents that are used in the <br />disassembly of engines and transmissions and the collection of oils. <br /> <br />24. <br /> <br />That MPCA rules or Anoka County regulations do not require any special <br />permitting for the collection of non-hazardous metals or batteries as long as the <br />batteries are stored in an acid resistant container. <br /> <br />25. <br /> <br />That the collection of the other non-hazardous metals and batteries qualifies as a <br />solid waste management facility under Chapter 9.14 of the Ramsey City Code, for <br />which conditional use permit terms are limited to 5 years. <br /> <br />26. <br /> <br />That the proposed use will/will not substantially adversely impair the use, <br />enjoyment or market value of any surrounding property. <br /> <br />27. <br /> <br />That the proposed use will/will not be harmonious with and in accordance with any <br />specific objectives of the Comprehensive Plan. <br /> <br />28. <br /> <br />That the proposed use will/will not be designed, constructed, operated and <br />maintained so as to be harmonious and appropriate in appearance with the existing <br />or intended character of the general vicinity and will/will not change the essential <br />character of the area. <br /> <br />29. <br /> <br />That the proposed use will/will not be an improvement to property in the immediate <br />vicinity and to the community as a whole. <br /> <br />30. <br /> <br />That the proposed use will/will not create excessive additional requirements at <br />public cost for public facilities and services. <br /> <br />31. <br /> <br />That the proposed use will/will not involve uses, activities, processes, materials and <br />equipment and conditions of operation that may be detrimental to persons, property <br />or the general welfare by reason of excessive production of smoke, fumes, odors, <br />glare, noise or traffic. <br /> <br />32. <br /> <br />That the proposed use will/will not be unduly dangerous or otherwise detrimental to <br />persons residing or working in the vicinity or to the public welfare. <br /> <br />33. <br /> <br />That the proposed use will/wilt not be consistent with the intent and purposes of <br />Chapter 9.03.04 (Conditional Use Permits) of the Ramsey City Code. <br /> <br />34. <br /> <br />35. <br /> <br />36~ <br /> <br />37. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by <br />Councilmember and upon vote being taken thereon, the <br />following voted in favor thereof: <br /> <br />and the following voted against the same: <br /> <br /> <br />
