23. That the Applicant has been issued a Hazardous Waste Generators License by Anoka County Environmental Services relating to the solvents that are used in the disassembly of engines and transmissions and the collection of oils. 24. That MPCA rules or Anoka County regulations do not require any special permitting for the collection of non-hazardous metals or batteries as long as the batteries are stored in an acid resistant container. 25. That the collection of the other non-hazardous metals and batteries qualifies as a solid waste management facility under Chapter 9.14 of the Ramsey City Code, for which conditional use permit terms are limited to 5 years. 26. That the proposed use will/will not substantially adversely impair the use, enjoyment or market value of any surrounding property. 27. That the proposed use will/will not be harmonious with and in accordance with any specific objectives of the Comprehensive Plan. 28. That the proposed use will/will not be designed, constructed, operated and maintained so as to be harmonious and appropriate in appearance with the existing or intended character of the general vicinity and will/will not change the essential character of the area. 29. That the proposed use will/will not be an improvement to property in the immediate vicinity and to the community as a whole. 30. That the proposed use will/will not create excessive additional requirements at public cost for public facilities and services. 31. That the proposed use will/will not involve uses, activities, processes, materials and equipment and conditions of operation that may be detrimental to persons, property or the general welfare by reason of excessive production of smoke, fumes, odors, glare, noise or traffic. 32. That the proposed use will/will not be unduly dangerous or otherwise detrimental to persons residing or working in the vicinity or to the public welfare. 33. That the proposed use will/wilt not be consistent with the intent and purposes of Chapter 9.03.04 (Conditional Use Permits) of the Ramsey City Code. 34. 35. 36~ 37.
