<br />7.53.01 il Provisions of state law adopted. The provisions of Minnesota Statutes
<br />Chapter 340AI relating to the definition of terms not defined herein, licensing,
<br />consumptign?. sales, financial responsibility of licensees, hours of sale, and all
<br />other rnat~eriI pertaining to the retail sale, distribution, and consumption of
<br />intoxicatin~ liquor, are adopted and made a part of this chapter as if set out in full.

<br />7.53.02 ~Requiredlieense
<br /> ii ~lbdi~on L Off-sale liquor license. No person, except wholesalers
<br />or manufaitm/~ers to the extent authorized under state license, shall directly or
<br />indirectly ~e/~ll in, sell, or keep for sale any intoxicating liquor for "off sale" sale
<br />without firit ~ving received a license to do so as provided in this section. ("Off-
<br />sale" licen~es~hall be,,issued only to drug,stores a,,nd exclusive liquor stores and
<br />,s. hall pe,,r~t ?fi-sales of liquor ordy. No 'off-sale license shall be issu,e.d to th,e,
<br />'on-sale liqti6r licenses. The City may issue a maximum of three 'off-sale'

<br />7.53.03 De6nltions. The following terms have the meanings ascribed to them
<br />in this section.
<br /> AlCoholic beverage. "Alcoholic beverage" is any beverage containing
<br />more than i5% ,alcohol by vob~me.
<br /> Ci~y. "City" is the Ci~ ofRamsey, Anoka Co~mty, State of Aiinnesota.
<br /> : C~ty Colmcil. "City Council" is the City Council of the City of l~amsey,
<br />Minnesota ~nCt' is also referred to as "Council".
<br /> Exclusive liquor store. "Exclusive liquor store" is an establishment
<br />used exclum.'ve~ ;lY~i' for the sale of intoxicating liquor except for the incidental sale of
<br />ice, tobac~d, nonintoxicating malt liquor, beverages for m~ug with intoxicating
<br />liquor, soft! ~s, cork extraction devices, and books and videos on the use of
<br />alcoholic bSv~r~ages in the preparation of food, and the establishment may offer
<br />recorded or!liV~ entertainment.
<br /> i I~,t°xicating liquor. "Intoxicating liquor" is ethyl alcohol, distilled,
<br />fermented, i;sp~idtuous, vinous and malt beverages containing more than 3.2% of
<br />alcohol by Wei,'~ht.
