Subdivision - Design Standards § 9.50.30 provided. In the event it is feasible to connect to existing O r proposed storm sewer systems, ns identified in the City's storm drainage plan, storm sewer mains within the Subdivision shall be installed. 5. Water. Water mains and service connections stubbed in to the property line shall be installed to serve all tots in the Subdivision when the location of such plat is within an area of the City which is either being assessed for water service or within which e .........for such service have has been a~m-r-ded a ut h o riz e d by the Council. The Council, in its discretion, may waive the application of this portion of the ordinance upon a showing that to require the installation of water mains within the Subdivision would not be feasible with regard to the extension of existing trunk mains to service the Subdivision or that the particular locations or unusual circumstances of the proposed plat would cause undue hardship to either the owner or subdivider or the City. 6. Street Traffic Control Signals. If deemed necessary by the City Engineer and City Council, the owner or subdivider shall install street traffic control signals. The signalization shall be constructed in conjunction with the street unless the City Council grants a waiver to delay signalization. In the event such waiver is granted, the owner or subdivider shall deposit with the City a sum of money equivalent to the Engineer's estimated cost of the signalization. 7. Easement Acquisition. Prior to the time of construction, the owner or subdivider shall obtain all easements required for the project. All lots shall be graded in accordance with the final grading plan. In addition, erosion control measures shall be followed to eliminate erosion. Upon completion of the grading, topsoil shall be restored and temporary vegetation established. gu Park and Trail Development. The Park and Recreation commission shall establish a park and trail development plan prior to recording of the plat and entering into the development agreement, The City Engineer shall provide a feasibility study for completion of this park and trail development estimating the cost of said development. This development shall then be completed as aStage I Improvement.
