No plat shall be approved before an adequate storm water disposal plan is presented and approved by t~ e City Engineer and City Council. The use of dry wells for the purpose of storm water di:iposal is prohibited. In areas where an outlet for storm water does not exist and the develo ~erS~ unable to negotiate a drainage way with adjacent land owners, he may petition the City tO 6onstruct a drainage outlet. 9.50.55 iElection by city to install improvements. As stated in {}9.50.50 Subd. 6, the s~bd.i.9~ider may elect to construct the improvements at his own expense and without City PartiCipation in the expense. However, the City reserves the right to elect to install all or alayi!part of the improvements required under the provisions of this title pursuant to Mihne~ota Statutes, Chapter 429, as amended. If the City elects to install the improvementsl~ the', developer shall post a cash escrow or letter of credit guaranteeing payment of the. assessments.
