RELATING TO J. <br />AND KRIS'TII~WEINMANN'S REQUEST FOR A CONDITIONAL USE PERMIT <br />TO MAtN~I'~I,N ONE HORSE ON A PARCEL LESS THAN 3 ACRES IN SIZE <br />AND CONS~R~i)CT A METAL ACCESSORY STRUCTURE ON A PARCEL LESS <br /> :' THAN 2.5 ACRES IN SIZE <br /> <br />1. That J: and; Krisne Wmnmann, hermnafter referred to as t e pp cants , have properly <br /> applied fdria conditional use permit to maintain one (1) horse on a parcel measuring less <br /> than t~e6~ i3) acres in size and construct a metal accessory structure on a parcel less than <br /> two an~ ore-half (2.5) acres in size. <br /> <br />2. That !~e Applicants appeared before the Horse Care Commission on October 21, 1992 and <br /> that cfimr~."~ssion has recommended that the City of Ramsey approve/deny the application to <br /> maint~n 0rle horse on less than 3 acres. <br /> <br />3. That the Applicant appeared before the Planning and Zoning Commission for a public <br /> hearing pCrsuant to Section 9.03.04 of the Ramsey City Code on November 5, 1992 and <br /> that sai~. l~Urrblic hearing was properly advertised and that the minutes of said public hearing <br /> are hetJeb'2~ incorporated by reference. <br /> That t~e SUbject property is generally known as 7903 157th Avenue N.W. and is legally <br /> descri ~I~ al; follows: <br /> ',L°t3, Block 1, Sorteberg's 2nd Addition, Anoka County, Minnesota <br /> <br /> That the subject parcel is approximately 2.3 acres in size. <br /> <br /> That tl-~e subject parcel is zoned R-1 Rur~ Residential. <br /> <br /> That the surrounding parcels are also zoned R-1 Rural Residential. <br /> <br /> That :S .~ctio.n 5.09.05 of the Rams% CiL~ Code states that a maximum of - horses may be <br /> maintaiinedlon a parcel ranging in size from 1.5 acres to 3.0 acres with a conditional use <br /> permit~ <br /> <br />10. <br /> <br />11. <br /> <br />12. <br /> <br />That the Ci~ty has previously approved a similar request for horses on less than 3 acres in <br />the Rural Residential District. <br /> <br />That Section 5.09.04 of the Ramsey City Code states that no stable or barn that houses <br />horses may be located within 50 feet of a place of human habitation and Section 9.20.11 <br />states fihat: no buildings housing animals may be within 75 feet of neighboring property <br /> <br />That thee Applicant has submitted a site plan which indicates that the structure proposed to <br />house the,horse will be at least 50 feet from places of human habitation and 75 feet from <br />property lines. <br /> <br />That Section 9.11.02 of the Ramsey City Code states that on parcels less than 2.5 acres in <br />size, the 4CCessory structure shall be built with the same type construction materials and <br />shall have ,the same general design and exterior facing finish as that of the pr/ncipal <br />structure Off the parcel. <br /> <br /> <br />
