Section 9.70.37 is hereby repealed and amended to read as follows: <br /> ~ iSubdivision 1. Purpose. The City Council recognizes it is <br />essential t¢ the~ health, safety and welfare of the residents of Ramsey and persons worl<ing <br />in RamseS, tiia. t the character and quality of the environment be considered to be of major <br />importanc i~!the planning and development of the City. In this regard, the manner in <br />which lar i~;: developed and used is of high priority. The preservation of land for park, <br />playgroun a~O{l public open space purposes as it relates to the use and development of land <br />for resider iai, icommercial/industrial purposes is essential to the maintaining of a healthful <br />and desira fiei~gvironment for 'all citizens of the City. The City must not only provide these <br />necessary )megities for our citizens today, but also be insightful to the needs of our future <br />citizens. <br /> <br />It is recogniz~ by the City Council that the demand for park, playground and public open <br />space witi{in .himunicipalitv is directly related to the density and intensity of development <br />permitted[ind, fallowed witffin any given area. Higher density developments mean greater <br />numbers df l~bple and an increased demand for parks, recreational resources and public <br />open space. T~ disregard this principle is to inevitably over-tax existing facilities and thus, <br />diminish the qtlality of the environment for all. <br /> <br />The City's COmprehensive Park and Open Space Plan establishes minimum community <br />criteria fo~.m~e~ting the needs of the residents of Ramsey. <br />It is the pdlicY of Ramsey that the following standards and guidelines for the dedication of <br />land for p~rk,li~layground, and public open space purposes (or cash contributions in lieu of <br />such dediC atiO6) in the subdividing and developing of land within the City shall be directly <br />related to I~he density and intensity of each subdivision and development. It is further the <br />policy that i~ ~s intended that subdivision dedication shall first be allocated toward <br />deficiencii!s i~ the subdivision, neighborhood or specific district park(s), then to trails <br />linking pa ks,;!then community parks, then multi-jurisdictional park(s) in Ramsey. Finally, <br />that ded'ic~ tio!n[fees recognize the impact upon each of these systems by the subdivision of <br />land. <br /> i Subd. 2. Residential parkland dedications. The amount of land to <br />be dedicated ~y, a subdivider for residential development shall be based on the gross area of <br />the proposed ~abdivision, proposed type of dwelling unit and density. <br /> <br />The formUia fo~- land dedication shall be based on the number of proposed units per acre. <br /> ~ Dwelling Units Land To Be Dedicated <br /> ~ 9 - 0.3 units per acre 7% <br /> ~ ~).31 - 3.0 units per acre 10% <br /> <br /> 1 5.0 units per acre 12% <br /> <br /> i' 5.1 + units per acre Add .5 % for each unit over 5 <br /> <br /> ,Sub& 3.
