or triangulation stations in or adjacent to the property shall be <br /> preserved in precise position. <br /> <br />Subd, 3. Basic improvements installed by developer, <br /> <br />a. Genera! Rule. No final plat shall be approved by the Council <br /> unless the owner or subdivider has, at their own expense, complied <br /> with the requirements of this section. <br /> <br />b. Stage I Improvements. <br /> <br /> 1. Sanitary Sewer. Sanitary sewer mains and service <br /> connections stubbed in to the property line shall be installed to <br /> serve ail lots in the Subdivision when the location of such plat is <br /> within an area of the City which is either being assessed for <br /> sanitary sewer service or for which such service has been <br /> authorized by the Council. The Council, in its discretion, may <br /> waive this requirement upon a showing that to require the <br /> installation of such sanitary sewer mains within the Subdivision <br /> would not be feasible with regard to the extension of existing <br /> trunk and interceptor mains to service the Subdivision or that the <br /> particular locations or unusual circumstances of the proposed <br /> plat would cause undue hardship to either the owner or <br /> subdivider or the City. <br /> <br /> 2. Streets. Streets shall be constructed which are graded and <br /> paved in accordance with specifications provided by the City <br /> Engineer. <br /> <br /> 3. Curb and Gutter. Concrete curb and gutter shall be installed <br /> in those subdivisions where sanitary sewer and water are <br /> required. <br /> <br /> 4. Storm Drainage. A system of drainage that will adequately <br /> take care of the water runoff within the Subdivision shall be <br /> provided. In the event it is feasible to connect to existing of <br /> proposed storm sewer systems, as identified in the City's storm <br /> drainage plan, storm sewer mains within the Subdivision shall <br /> be installed. <br /> <br />5. Water. Water mains and service connections stubbed in to the <br /> property line shall be installed to serve all lots in the Subdivision <br /> when the location of such plat is within an area of the City which <br /> is either being assessed for water service or within which such <br /> service has been authorized by the Council. The Council, in its <br /> discretion, may waive the application of this portion of the <br /> ordinance upon a showing that to require the installation of water <br /> mains within the Subdivision would not be feasible with regard <br /> to the extension of existing trunk mains to service the <br /> Subdivision or that the particular locations or unusual <br /> circumstances of the proposed plat would cause undue hardship <br /> to either the owner or subdivider or the City. <br /> <br />6. Street Traffic Control Signals. If deemed necessary by <br /> the CiLv Engineer and City Council, the owner or subdivider <br /> shall install street traffic control signals.
