Councilm,:~fl~,:: Zimmerman inquired if this action would circumvent the League of Minnesota Cilics City Adn~ini,-;tralor Norman explained there is nothing that conflicts with the League of Minncsot;~ (2i!i:::s' policies. These policies are items that are most important to the City of Ramscy a~d s,~,i~t of them are not on the list of the League of Minnesota Cities. His understanding is that it cannot be used for anything other lh;~ Colnmercial property at this time. City Adm~nisi~;,to~ Norman questioned if the motion includes "Protection of Eminent Domain Proccss". City Alton,c5 (;c,¢~dnct~ explained the proposed bill states the City should pay a landowner's attorney Ik'c,.; ~t' t}~ ~ ?ity obtains an appraisal and offers that appraised amount to the landowner, and thc lan(Io-v~cr ~_Scls an appraisal of 20 percent or more than the City's appraisal.
