disasters, and to provide for the rendering of mutual aid between this City and other political <br />subdivisions of this State and of other states with respect to the crowing out of emergency <br />preparedness functions. Staff recommended the introduction of an Emergency Management <br />ordinance to ensure the City's preparedness in time of disaster. <br /> <br />Director of Public Works/Fire Chief Kapter stated that he was very proud of the process they are <br />using because it is a multi-agency approach for the City. They have gone through some great <br />lengths to include all of the necessary parties and to make sure the plan could be easily <br />implemented if necessary. <br /> <br />The Council commended the Police and Fire Departments for working together and putting <br />together a plan to make sure the City is prepared to handle a big emergency. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Pearson, to introduce an <br />ordinance adding Section 3.53 to Chapter 3 of the Ramsey City Code, which section is entitled <br />"Emergency Management." <br /> <br />Motion carried; Voting Yes: Mayor Gamec, and Councilmembers Elvig, Pearson, Strommen, <br />and Zimmerman. Voting No: None. <br /> <br />Case #2: <br /> <br />Adopt Ordinance to Vacate Easements in Tranby Terrace 2nd Addition; <br />Case of Robert Letendre <br /> <br />Assistant Community Development Director Trudgeon stated that on January 13, 2004, the City <br />Council introduced an ordinance to vacate the underlying easements in Tranby Terrace 2® <br />Addition. According to the City Charter, the ordinance was eligible for adoption. <br /> <br />Motion by Councilmember Pearson, seconded by Councilmember Strommen, to adopt <br />Ordinance #04-01 to vacate certain drainage and utility easements in Tranby Terrace ?d <br />Addition. <br /> <br />A roll call vote was performed by the Recording Secretary: <br /> <br />Councilmember Pearson aye <br />Councihnember Elvig aye <br />Councihnember Strommen aye <br />Councilmember Kurak absent <br />Councilmember Cook absent <br /> <br />Councihnernber Zimmennan aye <br />Mayor Gamec aye <br /> <br />Motion carried. <br /> <br />Case #3: <br /> <br />Adoption of the Final Highway #10 Alternative Urban Areawide Review <br />(AUAR); Case of Ci~ of Ramsey <br /> <br />Assistant Community Development Director Trudgeon 'stated that on September 23, 2004 the <br />City Council authorized the release of draft Highway #10 Alternative Urban Areawide Review <br />(AUAR). The release of the draft AUAR triggered a 30-day review period that ended on <br />November 12, 2004.
