Preliminary Plat and Site Plan Reivew <br />Rivenwick 4th <br />March 5, 2004 <br />Page 7 of 8 <br /> <br />20. Ground Cover/Irrigation. City Code requires all areas otherwise not improved to be established with sod~ <br /> Staff is assuming that the development will comply with this requirement. An irrigation system will need to be <br /> provided throughout the development where sodded and landscaped areas are established. The proposed <br /> irrigation system will need to be reviewed by the City Engineer. The irrigation system will need a dedicated <br /> service(s) that must be shown on the utility plan. <br /> <br />21. Sidewalks. In accordance with City Code, sidewalks are required on-at least one side of all non cul~de-sac <br /> public streets. A 5-foot concrete sidewalk is being proposed north of 138th Avenue, west of Street B, east <br /> and west of Driveway 12, east of Street C, north of Urban units 21-27, west of Urban units 61-68, east of <br /> Urban units 52-60, west of Urban units 41-47, east of Urban units 34-40, west of Driveway 3, and north of <br /> Urban units 8-15 It should be noted that Condo unit 51 accesses a public street and a 5 foot sidewalk is shown <br /> along the north side of this public street. The distance between the sidewalk and the garage doors is on the order <br /> of 20-23 f'eet. Sidewalk connectionsshould be shown from Driveways 8 and 10 to the trail along the north side <br /> of Riverdale Drive. <br /> <br />22. Trail Development. The preliminary plat will need to be revised to include an 8-foot bituminous trail north <br /> of RNerdale Drive. Construction of a trail along the north side of Riverdale Drive was a condition of the <br /> approval of Rivenwick 3~d addition. The full length of the trail has not installed due to uncertainty of the <br /> location of the accesses to this project. The trail will need to be constructed as part of this project. Trail <br /> dedication tees fbr this project are $107,250. <br /> <br />23. Park Dedication. The City has the option for cash, land, or a combination of the two. The 2004 park <br /> dedication rate is $2,200 per unit, therefore park dedication fees will equal $429,000. The Park and <br /> Recreation Commission have discussed utilizing park fees to improve the existing park located immediately <br /> adjacent to the development. The following is a list of proposed improvements that will further be discussed <br /> at the April Park and Recreation Commission: <br /> <br />· A bituminous trail in the boulevard of Riverdale Park <br />· An ag lime infield and safety fences for the existing ball field <br />· Two hexagonal shelters, one to serve the park, and another to serve persons recreating <br /> along the Mississippi River <br />· Irrigation for Riverdale Park <br />· Landscape improvements <br />· A park name monument sign <br /> <br />The subject property is located within the Mississippi Park District. City Code states that 50% of the park <br />dedication fees are to be spent within the park district and 50% can be allocated outside of the park district. <br />It is anticipated that a majority of the funds allocated within the Mississippi District will be utilized to <br />upgrade Riverdale Park. <br /> <br />24. Architectural Standards. City Code requires exterior wall finishes to consist of face brick, natural stone, stucco, <br /> aluminum, steel, or vinyl siding, wood, or other products approved by the City Council. The Carriage town homes are <br /> i)roposing to be constructed with full brick exterior finishes for the front side and siding for the real' elevation. <br /> Exterior materials t'br the Heritage condominiums are proposing to c6nsist of a combination of vinyl siding and brick <br /> accents. The exterior materials tbr the proposed units meet City Code requirements, fi0 <br /> <br /> <br />
