I. 5153 Nowthen Boulevard N-W · RamSey, Minnesota 55303
City Hall' (763) 427-1410 · Fax: (763) 427-5543
www.ci.ramsey.mn, us

March 5, 2004

Eliot Schaeffer
6200 Green Valley Road
Ramsey, YIN 55303

Re: Sketch Plan Review: A Minor Plat

Dear Mr. Schaeffer:

We are in receipt of your sketch plan fbr a m/nor subdivision to plat 2 rural residential tots. The
sketch plan consists of 1 sheet prepared by Hakanson Anderson Associates dated January 28,
2004. We offer the following comments:

General: The sketch plan consists of 1 unplatted parcel and2 outlots totaling approximately
21.46 acres that are proposed to be platted into two residential lots: one for the existing
homestead and one new lot to contain one additional home. The subject property is located at
6200 Green Valley Road and extends south of Trott Brook.

2. Zoning: The property is located outside the Metropolitan Urban Service Area (MUSA) and
is currently zoned R- i Residential - Rural Developing.

Densi~ and Lot Size: The Comprehensive Plan designates this area for low-density single
family residential development with a minimum lot size of 2.5 acres. The proposed plat
indicates two lots: one lot for the existing homestead will be 2.5 acres in size and the new
buildable lot created will be approximately 19 acres in size

Access and Streets: Subdivision regulations in Section 9.50.03 of City Code require that
each lot contain the minimum lot width (i.e., street frontage) for the respective zoning
district, which in this case is 200 feet. Additionally, Section 9.11.01 states that no lot may
contain a dwelling unless the lot meets the minimum lot width or street frontage requirement.

Parcel A, the existing homestead, has 198.4 feet of frontage on Green Valley Road. This is
1.6 ~'eet deficient of the 200 foot minimum. However, this is a pre-existing lawful non-
contbrming situation; there aren't any options to bring this fi'ontage into compliance with
City Code with this platting; and consequently a variance has been applied ~'or to
acknowledge the deviation and that the lot remains to be a legal parcel for a dwelling.

5
