NA U £nsurance - Site Plan <br />March 4, 2004 <br />Page 3 of ¥ <br /> <br />Drainage and Grading: A pond coveting the northerly 70 feet of the parcel is a portion of a <br />regional pond system, which was designed in 1996 to serve this lot as well as the properties <br />between U.S. Highway 10 and the railroad tracks, for a distance of 1000 feet to the west. This <br />pond [s proposed to be expanded to provide additional storage volume along the east 50 feet of <br />the site and also in the southeast comer. An overflow from this pond system discharges to the <br />north ditchline o~' the Highway I0 right-of-way. A discharge from this pond would occur for a <br />10-year storm event. No discharge would occur during a 2-year storm event. <br /> <br />A permit must be obtained from the Lower Rum River Water Management Organization for this <br />development. <br /> <br />Access: Currently there are two field accesses to this vacant property. The site plan proposes <br />utilizing the westernmost access as an improved access to the development. Staff recommends <br />that the easternmost access be permanently removed as a part of the gading work. <br /> <br />It should also be noted that another access (which is located on the border between Lots 2 and 3 <br />of Block 1 Deal industrial Park) exists 300 feet west of the proposed permanent access into this <br />development. The right-of-way for this access was dedicated to the State of Minnesota in 1995 <br />with the recording of the plat. This access to the east should be closed and the frontage road <br />servicing these adjacent lots should be extended eastward to the access for this development. <br />This will require modification or elimination of some of the parking stalls located in the <br />southwest comer of the parcel. <br /> <br />The proposed site plan has been submitted to MNDoT for comment. <br /> <br />Storm Water Management Fee: The City has enacted a storm water management fee to help <br />defray the costs of the development to the storm water trunk system. The 2004 rate is. <br />$3,741/acre. The total fee for this development will be $11,223 (3.0 acres x $3,741/acre). <br /> <br />REU Number: An REU number is assigned to each property within the City as a method of <br />determining the appropriate charge ~:br the stormwater utility. The REU number is based upon the <br />impervious area and the acreage of the proposed site. Please submit information on the amount of <br />impervious area on the site so the RIEL/number can be calculated. <br /> <br />79 <br /> <br /> <br />
