WHEREAS, the Ramsey City Council held its own public hear- <br />ing on October 17, 1977 concerning the Plan Amendment, adoption <br />of an entirely new zoning ordinance repealing the City's exist- <br />ing Zoning Ordinance No. 73-5, adoption of a septic system <br />ordinance, adoption of a soils ordinance and adoption of an <br />amendment to the City's subdivision ordinance. Said public <br />hearing along with the proposed new zoning maps was duly adver- <br />tised in the City's legal newspaper on October 7, 1977, and <br /> <br /> WHEREAS, based on the various public hearings concerning <br />this matter, the Planning Commission's Findings of Fact and all <br />meetings, records and files on record relating to the Plan <br />Amendment and its supportive ordinances, the Ramsey City <br />Council adopts the following Findings of Fact: <br /> <br /> 1. The City has received numerous requests for zoning <br />from residential type uses to commercial type uses in the south- <br />east corner of the City, <br /> <br /> 2. The County of Anoka has proposed a bridge crossing as <br />an extension of Industry Boulevard N.W., across the Rum River <br />to link the City of Ramsey and the City of Andover. The cross- <br />ing is proposed to connect with the Seventh Avenue underpass <br />Federal demonstration project in the City of Anoka. The County <br />of Anoka is about to construct a continuation of Industry <br />Boulevard N.W., between Sunfish Lake Boulevard and County 83, <br />thereby making Industry Boulevard a major county thoroughfare. <br /> <br /> 3. That since 1973 there has been a significant change <br />in the birth rate and a resulting decrease in need for housing <br />and schools. <br /> <br /> 4. The Metropolitan Council has developed a regional <br />policy designed to limit and carefully direct development on <br />the fringes of the metropolitan area primarily through the <br />mechanism of sewer staging. <br /> <br /> 5. That there have been major changes in the economics <br />of home building and residential housing since 1973. <br /> <br /> 6. That the boundaries of the City of Ramsey have been <br />significantly changed due to incorporation and annexation <br />decisions in 1974. <br /> <br /> 7. That transportation plans have changed since the <br />adoption of the original comprehensive plan ~n 1973. <br /> <br /> 8. That the portion of the City of Ramsey contained within <br />the urban plan is contigious to a free standing center as <br />designated in the Metropolitan Council's development framework. <br /> <br /> 9. The Metropolitan Council development framework guide <br />indicates that the City of Ramsey should designate specific <br />area for inclusion within the 1990 Metropolitan Urban Service <br />Area. The proposed plan amendment does conform with this <br />directive. <br /> <br /> <br />
