POLICY ON TEMPORARY DEAD-END S

It is clearly the intent of the subdivision ordinance that dead-end
streets over 600 feet in length shall not be allowed on a permanent
basis. It is also clearly the intent of the ordinance that dead-end
streets of indeterminate length be created on a temporary basis.

The question at hand is how long can the temporary dead-end street

be and for how long a time?

The c6sts of providing services to those lots receiving access from the

street in question would seem to be a' suitable measure of '!community

requirements: as used in Section 8.0la of.the Subdivision Ordinance.

Costs of services such as police protection and SchOol bUs transportation'
are much higher when only a long roundabout route is available. Road
maintenance costs are higher if the length of township roads are mOre than

normal for the number of lots involved.

Where 'the long dead-end conditions are expected to exist for only a short
time, one or two years, more latitude could be allowed. However, where 'the
conditions are likely to remain for an extended period of 'time, the criterion
should be held to quite rigidly.

Suggested guidelines are as follows:

1. The average length of road per lot in the subdivision shall not exceed.
275' length in A-1 and C-I zones or
140' length in R-1.

-1 -
