RESOLUTION NO. 10 <br /> <br /> CITY OF RAMSEY <br /> COUNTY OF ANOKA <br /> STATE OF MINNESOTA <br /> <br />WHEREAS the Anoka Landfill is located in the City of Ramsey in an area <br /> generally underlain with sandy soil and abutting a platted and <br /> developed subdivision served by individual well and septic tank <br /> systems, and <br /> <br />WHEREAS the Anoka Landfill is operated under a contract between the <br /> City of Anoka and a proprietary corporation which contract <br /> expired in 1972 and since that date the facility has been <br /> operated on the basis of an informal agreement between the <br /> two parties, and <br /> <br />WHEREAS approximately 85 percent of the refuse deposited in said landfill <br /> is collected from outside Anoka County, and <br /> <br />WHEREAS the City of Anoka based its original contract upon a set of plans <br /> for the ultimate development of the site, but has exercised no <br /> mechanism for insuring compliance with that plan, and <br /> <br />WHEREAS the County of Anoka through its Comprehensive Health Department <br /> has overall responsibility for the public health and safety of <br /> the landfill operation, and <br /> <br />WHEREAS the County of Anoka has not enforced regulations with count~ide <br /> application that provide for effective' control of either permanent <br /> covering of completed portions of the landfill or the spread of <br /> <br />-1- 5/24/76 <br /> <br /> <br />
