TASK FORCE BUSINESS

Case#l: Review Draft Purpose Statement For The Ramsey Wetland Buffer
Ordinance

Chairperson McDilda stated that he does not have a draft purpose statement prepared for review
this evening.

Ms. Frolik distributed copies of text from the Comprehensive Plan relating to environmental
issues.

The Committee discussed possible procedures to be used in drafting a purpose statement. Ms.
Frolik was directed to provide all members with copies of the purpose or intent statements from
other community ordinances. All members should review the Comprehensive Plan text and
examples of purpose statements and be prepared to draft a purpose statement for Ramsey's
ordinance at the next regular meeting on March 15.

Mr. Bauer stated that in talking with persons from other communities, he has learned that the
City should address erosion control hand in hand with wetland buffers. The committee members
agreed.

Mr. McDilda also noted that a flow diagram would be helpful to understanding federal, state,
county and city jurisdiction over waterways.

Mr. Bauer distributed copies of correspondence from the Builders Association of the Twin Cities
(BATC) regarding Metro Council grant funds available to study the effectiveness of wetland
buffers. He suggested that Remi Stone, Public Policy Director of BATC be invited to an EPTF
meeting to review this opportunity.

Case #2: Update on 2004 Environmental Expo (see page 3 of these minutes)

Case #3: Schedule Guest Speakers

Motion by Committee Member Max and seconded by Committee Member Connolly to direct
City Staff to arrange for the following guest speakers in April, May and June, with QCTV
televising the meetings as an educational piece on the local government channel.

April 5 - Fire Station #1

Doug Norris (DNR)
Remi Stone (BATC)

April 19 City Hall

Review information from April 5

EPTF March 1, 2004
