If we allow a waiver from the brick requirement, how should we define the <br />threshold where proposed development exceeds the minimum standards in the <br />ordinance? <br /> <br />She stated that in light of the previous conversation on color, she would like to add one more, <br />which is: <br /> 4. Clarification on color - as the code reads it would require a color change between <br /> each unit. <br /> <br />Citizen Input <br /> <br />Chairperson Nixt opened the public hearing at 8:54 p.m. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Jeffrey to close the public hearing at <br />8:54 p.m. <br /> <br />Motion carried. Voting Yes: Chairperson Nixt, Commissioners Jeffrey, Brauer, Shepherd, Van <br />Scoy and Watson. Voting No: None. Absent: Commissioner Johnson. <br /> <br />Commission Input <br /> <br />Chairperson Nixt stated that in reference to Staff question #1, he thinks it should apply only to <br />the front of the structure. He indicated the exception might be if at a major intersection, they <br />may want the side facing the street to include brick as well. <br /> <br />Assistant Community Development Director Trudgeon stated he has had several conversations <br />with builders who continue to tell him why brick standards do not work. The builders will say it <br />will only raise the cost of the homes, but does not improve the quality, and they cannot do <br />affordable housing. He mentions it just so the Planning Commission will be prepared. <br /> <br />Commissioner Van Scoy stated that concerning if the calculation should include windows and <br />doors, his thought is no. <br /> <br />Chairperson Nixt stated if they are included it would increase the amount of brick that is needed. <br /> <br />Commissioner Jeffrey indicated windows and doors can be pleasing enough to look at. He <br />recommended leaving them out, and the Commission agreed. <br /> <br />Associate Planner Geisler stated that concerning question #2, the way the Code is written a <br />developer would need one major change and a color change, or three minor changes. <br /> <br />Commissioner Van Scoy stated that a color change between units may not always be good.
