I <br />I <br /> <br /> The Board's actions complete' the development of an "fnventory <br />of Preferred'Areas" for hazardous waste processing facilities, one <br /> <br />I <br />I <br />I <br /> <br />of the Board's ~hree major hazardous wastemanagement responsibilities. <br />The Board is also required to develop a comprehensive state Hazardous <br />Waste Management Plan and to select, by early-1986, at least one <br />~ecure hazardous waste disposal site. ~ <br /> <br /> The preferred areas are-not being considered for the final <br /> <br />I <br />I <br />I <br /> <br />I <br />I <br /> <br />I disposal of hazardous wastes, nor will the state specifically site <br /> and operate hazardous waste Processing facilities. The Board will <br /> encourage private developers to Obtain permits for and site hazardous <br /> <br />waste processing facilities within preferred areas. <br /> <br /> The Board is required to identify at least three Preferred <br />areas for. each of'three different categories of hazardous waste <br />processing facilities: .ChemiCal Waste treatment plants, hazard°us <br />waste incinerators and transfer/s~orage'facilities. At transf~/'i'~.% .... <br /> .~-.. <br /> <br />storage facilities, hazardouswaste woUid be stored tempOrarily and <br /> <br />later transferred to treatment or disposal facilities. <br /> <br />The..areas in Rosemount, Inver Grov9 Heights, Cottage Grove, <br /> <br />I <br />I <br /> <br />Shakopee and Ramsey were desig~,ated as suitable for a~l three types <br /> <br />of facilities; the remaining areas were selected as suitable onl~ for <br />treatment plants or transfer/storage facilities. <br /> <br /> In evaluating the areas, the Board looked, at such factors.~s <br />existing and planned industrial ~evelopment, proximity to residential <br />development, transportation access, soil and a~uifer-conditions, <br />city wells, sewer services, and parks and histOric sites. <br /> <br /> Public hearings were conducted on all the.
