ORDINANCE # C- <br /> <br /> CITY OF RAMSEY <br />ANOKA COUNTY STATE OF MINNESOTA <br /> <br />AN AMENDMENT TO CHAPTER 5 OF THE CITY CODE WHICH IS KNOWN AS <br />THE MUNICIPAL REGULATIONS CHAPTER. <br /> <br />AN ORDINANCE ADDING SECTION 5.16 ENTITLED "HELICOPTER LANDINGS <br />AND TAKEOFFS". <br /> <br />The City of Ramsey hereby ordains as follows: <br /> <br />Section 1 Authori .ty <br /> <br />This ordinance is adopted pursuant to and under the authority of the charter of the City of <br />Ramsey. <br /> <br />Section 2 Amendment <br /> <br />Section 5.16 entitled "Helicopter Landings and Takeoffs" shall be added as follows: <br /> <br />5.16 Helicopter Landings and Takeoffs. <br /> <br />5.16.01 Definitions. <br /> <br /> Emergency Landing - An unplanned and unanticipated landing of an aircraft <br /> made to prevent personal injury or loss of life. <br /> Helicopter - An aircraft supported in the air by rotors. <br /> Heliport - An area of land that is used or intended to be used for the landing and <br /> takeoff of helicopters, and includes its buildings andfacilities. <br /> Personal Use Heliport - Restricted to use by one person. <br /> Private Use Heliport - For use by multiple persons at the invitation of the owner <br /> (an example would be a heliport at a hospital). <br /> Public Use Heliport - Unrestricted and open to the public. <br /> <br />5.16.02 General Rule. No person or entity shall perform helicopter take-offs or <br />landings without a Conditional Use Permit (Permit) from the City. Said Permit shall be <br />processed and enforced in accordance with Ramsey City Code Chapter 9 (Zoning and <br />Subdivision of Land), Section 9.03.05 (Conditional Use Permits). <br /> <br />5.16.1)3 Exceptions. Operation of helicopters <br />permitted under the following circumstances: <br /> <br />a. Emergency landings; <br /> <br />at Unlicensed heliports shall be <br /> <br />-9- <br /> <br /> <br />
