Landings or takeoffs of an aircraft of a governmental agency operating in <br />its official capacity; or <br />Landings or takeoffs which the City is pre-empted from regulating. <br /> <br />5.16.04 Heliport Permits. <br /> <br />a. A Permit for a heliport may be issued by the City Council. <br /> <br />The Permit may be issued if the City Council makes the fo/lowing <br />findings: <br /> <br />2. <br />3. <br /> <br />4. <br /> <br />5. <br /> <br />The parcel on which the heliport is to be located is at least 10 acres <br />in size. <br />Noise levels comply with .. <br />The heliport, including a personal use heliport, is licensed by <br />Mn/DOT Office of Aeronautics. <br />That the aircraft operator is licensed to the extent required by <br />Mn/DOT-Office of Aeronautics and FAA. <br />In the event the applicant for the permit does not own the property <br />on which the heliport is proposed to be sited, the applicant must <br />provide the City with evidence of written permission from the <br />property owner to land or takeoff; for lands owned by the City, the <br />written permission of the City Council shall be required. <br />That persons or property will not be unduly endangered as a result <br />of the landings or takeoffs. Among the factors to be considered are <br />the location and size of the proposed landing/takeoff site, <br />sun'ounding land uses and structures (such as buildings, power <br />poles, signs, or fences), existing terrain and foliage, numbers of <br />persons expected to be at or about the site, and flight paths to or <br />from the site. <br /> <br />If granted, the terms of the Permit shall include but not be limited to the <br />following items: <br /> <br />The landing pad shall be surfaced with a concrete or bituminous <br />material. <br />Permit-ted-hours for takeoffs and landing. <br />The aircraft operator has in effect a liability insurance policy in the <br />following minimum amounts: <br />(a) personal injury - $1,000,000.00 and <br />(b) property damage - $1,000,000.00. <br /> <br />do <br /> <br />In accordance with Section 9.03.05 (Conditional Use Permits) of the <br />Ramsey City Code, each Permit application shall be accompanied by an <br />application fee and a minimum escrow in an amount as established by City <br />Council resolution.
