CASE <br /> <br /> REQUEST FOR SPECIAL EVENTS PERMIT; <br />CASE OF GARY GRUBER, DIAMONDS SPORTS BAR AND GRILL <br />By: Jo Thieling, City Clerk <br /> James Way, Police Chief <br /> Dean Kapler, Fire Chief <br /> Sylvia Frolik, Community Development Director <br /> <br />Background: <br /> <br />Staff received a request from Gary Gruber, owner of Diamonds Sports Bar and Grill, for a <br />Special Events Permit. The event is an outdoor music concert to be held on Saturday night, June <br />19, 2004. The event will be sponsored by Schell Brewing Co., of New Ulm and will feature two <br />live bands. The warm-up band will play music from about 7:00 p.m. to 8:30 p.m. with the <br />headliner band to start at approximately 8:30 p.m. and continue to 11:00 p.m. Mr. Gruber will be <br />informed that he must maintain a 20-foot clear path at all times for route-in/route-out for <br />emergency vehicles. Mr. Gruber is planning to be present at the meeting to answer any questions <br />Council may have. <br /> <br />Thus far, staff has informed Mr. Gruber that he must have a minimum of two Ramsey Police <br />Officers on site, even though the plan is to have hired security present. Police Chief Way feels <br />that the amount of people expected, the fact that alcohol is involved, and the impact this will <br />have on traffic, warrants the hiring of at least two officers. <br /> <br />When the 2004 rates and fees were adopted, Council stated that the fee for a special events <br />permit would be determined per event by the City Council. As per staff's request, Mr. Gruber <br />has placed $1,000 into an escrow account to pay for billable staff time (Police, Administrative, <br />Public Works), and an additional $500 into an escrow to guarantee clean-up after the event. <br />Someone fi:om Public Works will visit the premises on Monday morning to do an inspection <br />with regard to the clean-up. Any monies left in the escrow account following the event will be <br />reimbursed to Mr. Gruber. If for some reason there is a shortage, Mr. Gruber will be billed for <br />that amount. <br /> <br />Staff is concerned there will be numerous noise complaints if the band is allowed to play until <br />11:00. Council may wish to offer an alternative stop time.
