Ct. 1278, 1300 (1973). <br /> <br /> There are no facts in dispute that are material to the <br />determination of the legal issue presented to the Court by <br />plaintiffs' challenge to the local government aid law. The <br />statutory formula creates reasonable classifications that are <br />rationally related to legitimate governmental purposes. Plaintiffs <br />cannot demonstrate that the legislature's solution to the difficult <br />and complex problem of distributing state funds to communities as <br />property tax relief is totally arbitrary and irrational, much less a <br />hostile and oppressive discrimination.
