GARDNER <br /> <br />STATE OF MINNESOTA ) <br /> ) SS. <br />COUNTY OF RAMSEY ) <br /> <br /> RICHARD B. GARDNER, being duly sworn upon oath, deposes <br /> and states that: <br /> <br /> 1. I am employed as a Research Analyst Supervisor, <br /> Senior, in the Local Government Aids and Analysis Division of the <br /> Minnesota Department of Revenue. One of my responsibilities is <br /> administration of the Local Government Aid Program, which involves <br /> calculating the local government aid amounts for counties, cities, <br /> and towns under the formula enacted by the legislature. I have been <br /> administering this program since 1973. <br /> <br /> 2. Based on information contained in the records of the <br /> <br />Department of Revenue, under my direction my staff has prepared a <br />table, attached hereto as Exhibit 1, which compares the preliminary <br /> <br />-1- <br /> <br /> <br />
