For the 1983 aid year, each city is receiving <br />the amount of local government aid that it should have received in <br />the 1981 aid year based on the formula in effect at that time. The <br />1984 preliminary local government aid figure includes a supplement <br />to account for the discontinuation of two specialized aid programs, <br />attached machinery aid and reduced assessment credit. Accordingly, <br />to make the appropriate comparison in Exhibit 1, each city's 1983 <br />actual local government aid has been supplemented by its attached <br />machinery aid and reduced assessment credit. Thus, the 1983 local <br />government aid figure listed for each city in the column numbered <br /> <br />(1) is the sum of the 1983 local government aid, attached machinery <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />! <br /> <br />aid and reduced assessment credit. The figures listed in the column <br />numbered (2) represent each city's preliminary 1984 local government <br />aid reduced by a pro rata amount sufficient to reduce their total to <br />the $246,200,000 appropriate limit established by the legislature. <br />The column numbered (3) 1-ists the percentage by which each city's <br />adjusted preliminary 1984 aid differs from its actual 1983 aid. <br /> <br /> 3. Based on information contained in the records of the <br />Department of Revenue, under my direction my staff prepared a table, <br />attached hereto as Exhibit 2, comparing the 1983 local government <br />aid received by each city to the actual 1984 local government aid <br />that the city will receive under the new statutory formula. The <br />1983 local government aid listed in the column numbered (1) is <br />calculated as described in paragraph No. 2, above. <br /> <br /> <br />
