Based on information contained in the files of the <br />Department of Revenue, I prepared a worksheet, attached hereto as <br />Exhibit 3, which demonstrates the calculation of the 1984 local <br />government aid for the City of Ramsey. <br /> <br /> 5. The records of the Department of Revenue show that <br /> <br />the City of Ramsey received or will receive the amount of local <br /> <br />government aid indicated for each of the following aid years: <br /> <br /> Year Aid Amount <br /> <br /> 1972 $ 33,289(as a township) <br /> 1973 $ 38,703(as a township) <br /> 1974 S 54,926(as a township) <br /> 1975 $ 48,349(after incorporation & boundary adjustment <br /> 1976 $ 48,349 <br /> 1977 $ 48, 349 <br /> 1978 $ 85,620 <br /> 1979 $113,052 <br /> 1980 $121,832 <br /> 1981 $159,744(certified); $147,461 (after reduction) <br /> 1982 $159,744 (certified); $137,772 (after reduction) <br /> 1983 $1 59,744 <br /> 1984 $171,311 <br /> <br /> 6. For aid year 1981, local government aid for cities <br /> <br />was initially calculated based on the formula adopted by the <br />legislature in 1979. However, the amounts actually distributed to <br />the cities were reduced by $20.8 million on a pro rata basis <br />pursuant to an executive order of Governor Albert Quie necessitated <br />by a state revenue shortfall. <br /> <br /> 7. For aid year 1982, the legislature initially <br /> <br />appropriated funds sufficient to distribute local government aids to <br />cities in the amounts that they should have received in 1981 <br />pursuant to the statutory formula.
