! <br />I <br />I <br />I <br />i <br /> <br />150.015 INSPECTION <br /> <br />150.015A NEW CONSTRUCTION <br /> <br />The plumbing inspector shall make such inspection or inspections as are necessary <br />to determine compliance with this chapter. No part of the system shall be covered <br />until it has been inspected and accepted by the plumbing inspector. It shall be <br />the responsibility of the applicant for the permit to notify the plu~bing inspector <br />that the job is ready for inspection or reinspection, and it shall be the duty of <br />the plumbing inspector to make the indicated inspection within forty-eight (48) <br />hours after such notice has been given. It shall be the duty of the owner or <br />occupant of the property to give the plumbing inspector free access to the prop- <br />erty at reasonable times for the purpose of making such inspection. <br /> <br />150.015B EXISTING SYSTEMS <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />t <br />I <br />I <br /> <br />I 1) The plumbing inspector or his designated representative shall <br /> develop, or cause to be developed, a program whereby existing systems are in- <br /> spected to determine initial compliance. The inspection shall be done by the <br /> <br />i plumbing inspector or hi's designated representative or the homeowner. If the home- <br /> owner does not choose to make his own inspection, then he may, by written request and payment <br /> . of af~e as established by Council resolution, request the inspection be made by the plumbing inspectoz <br /> or his deslgn~tea <br /> representative. The inspection shall be done so as to cause minimum damage to the <br /> property. It shall be the duty of the owner or occupant of the property to <br /> give the plumbing inspector or his designated representative free access to <br /> the property at reasonable time~ for the purpose of making all system in- <br /> spections. <br /> <br /> 2) The plumbing inspector, his designated representative or the <br />homeowner shall inspect every individual waste disposal system within the City <br />of Ramsey every twenty-four (24) months to ensure 'continued compliance with <br />this chapter, During this routine i~spection, the pluming inspector shall <br />specifically determl~ne the need for sludge and/or scum removal from spetic <br />tanks based on measurements of existing conditions. Maximum allowable levels, <br />determined as outlined in Chapter 150.015B (3), shall be three (3) inches be- <br />tween the bottom of the scum mat and the bottom of the outlet device and six <br />(6) inches from the bottom of the outlet device to the top of the sludge. <br /> <br /> 3) /Scum can be measured with a stick to which a weighted flap <br />has been hinged o~w. ith any device which can be used to detect the bottom of the <br />scum map. The stock is forced through the mat, the hinged flap falls into a <br />horizontal position, and the stick is raised until resistance from the bottom <br />of the scum is felt. The same device can be used to determine the distance to <br />the septic tank outlet device. A long stick wmapped with rough absorbent <br />material and lowered to the bottom will show the depth of sludge and the liquid <br />depth. The stick must be lowered in such a tank location as to avoid unrepre- <br />sentative readings that might be caused by intemference from the scum layer. <br /> <br />150.015C APPROVED SYSTEMS <br /> <br />Upon satisfactory inspection of the system, the plumbing inspector, his desig- <br />nated representative or the homeowner shall prepare a sketch showing the dwell- <br />ing unit or structure, the structure dimensions, an arrow indicating which <br />direction is north, dimensions from two structure corners to the tank, <br /> and well. Said information further including the depth of the <br />system, address of the property and last kno~ date of pumping shall be pro- <br />vided on forms provided by the City an~ __ ~ ke~t on file by the plumbing <br />inspector. <br /> <br /> <br />
