I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />If upon inspection it is discovered that any part of the system is not constructed <br />or operating in accordance with the minimum standards of this chapter, the plumbing <br />inspector or his designated representative shall give written notification of the <br />defects. The owner/occupant shall be responsible for the prompt elimination of <br />all defects and no system shall be replaced or placed in service until all such <br />defects have been corrected or eliminated. If such defects are not corrected the <br />system shall be declared a health hazard in accordance with Chapter 150.018. <br /> <br />150.015E TRAINING AND CERTIFICATION <br /> <br />The plumbing inspector or his appointed representative(s) shall participate in <br />training courses for local inspectors as they are offered by state and local <br />agencies and shall become certified at such time that certification procedures <br />are established. <br /> <br />150.015F LICENSING <br /> <br />No person shall engage in the business of or perform for others the service of <br />soil and percolation testing and site evaluation, installing, renovating, re- <br />pairing, or pumping and cleaning sewage treatment systems within Ramsey without <br />first obtaining a license therefor. Installer licensees shall be authorized to <br />construct, install, renovate, repair, pump, clean and otherwise maintain sewage <br />treatment systems, as well as conduct the site evaluation and soil boring and <br />percolation tests. Pumper-hauler licensees shall <br />be authorized to pump and clean sewage treatment systems. Ecologic scientist <br />licensees shall be authorized to perform soil and percolation tests and site <br />evaluations. <br /> <br />A person desiring to obtain any of the licenses shall <br />submit an application therefor to the administrator which describes his: busi- <br />ness and authorization to conduct such services; education, training certifi- <br />cation, registrations and experience with respect to such services; number of <br />persons employed in performing such services; and such other information as may <br />be reasonably required by the administrator. Prior to the issuance or renwal <br />of a license, license applicant shall be required to demonstrate a knowledge <br />and understanding of this ordinance. The City Council may refuse to issue a <br />license to any applicant for reasons relating to the above factors and for <br />other good cause. <br /> <br />Licenses issued pursuant hereto shall be in effect for one yea~ and shall be <br />accompanied by the payment of a license fee as established by Council resolution. <br /> <br />Licenses may be revoked or refused renewal for cause including, but not limited <br />to: practice(s) or installation(s) which are in violation of any provision of <br />this ordinance or of any permit issued pumsuant hereto; refusal on the part of <br />the licensee to correct defective work on a sewage treatment system which is <br />installed or renovated within this jurisdiction. Before revoking or refusing <br />to renew license, the plumbing inspector shall notify the licensee of the pro- <br />posed action describing the cause and stating that a hearing shall be held if <br />requested by him prior to formal action by the city council. <br /> <br /> <br />
