[ <br />I <br /> <br />I <br />! <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />! <br />I <br /> <br />Cable Corm-.,ission Minutes <br />9-23-83 <br />Pa~e 2 <br /> <br />Dick Beens said that Mr. Creighton's objective was to issue a fine to Group W. <br />Concerning capital expenditures savings, Mr. Beens stated that the amount <br />spent was in excess of $9 million. A~ far as fining Group W to make them <br />complete the system, Group W's entire system will be completed far in advance <br />of the other two bids. Mr. Beens proposed that a final decision concerning <br />the fine be made at the next regular meeting. <br /> <br />Thomas Creighton mtated that the mystem is not done and a fine ~hould be ismued. <br />Regarding the mobile van which was to cost $37,000, actual~cost $185,000, <br />Mr. Creighton said that this was a trade-off for the studio that was to be <br />built in Champlin. <br /> <br />Jerry Dulgar stated he felt uncomfortable with the information the Commission <br />had. He would like to see the Co~mission hire a CPA to review the figures <br />presented by Mr. Creighton. <br /> <br />Donald Jacobson wondered if the fine was until the system is complete, how do <br />you define complete. This would be when all access staff is hired and the <br />studios are done. Mr. Jacobson also questioned if Group W would respond to <br />Mr. Creighton's report. Dick Beens said he thinks so at this time. <br /> <br />It was decided that the Executive Committeewill decide who is to look over <br />the report. Lloyd Snell suggested the Commission use the Hark people since <br />they were originally involved in the proposal. <br /> <br />Mr. Creighton is to clarify the $30,000 grant, llr. Creighton also ~ranted to <br />know if .the Commission wanted the attorneys to negotiate on the fine. The <br />Commission felt this was acceptable.
