Mr. Creighton felt that they were far apart. However, he explained <br />that there were other areas to consider instead of fines. For example: <br />1) lower rates; 2) $30,000 becoming an annual grant. Mr. Beens stated <br />that a rate reduction wouldn't be entertained by Group W, but that other <br />considerations could be dealt with. Donald Jacobson felt that expansion of <br />the hook up areas in Ramsey and Andover could be other alternatives. <br /> <br />Chair Hartman said that there were three issues: 1) Public Access - that <br />it was a problem not being hooked up immediately. He would support a fine <br />in this area. 2) Distribution - fair to say this is not complete. He felt <br />that Group W should lower rates in this area. 3) Tier 3 - not able to <br />complete. <br /> <br />Jerry Dulgar left at 6:45 p.m. <br /> <br />Thomas Creighton pointed out that Group W doesn't have any plans to hire <br />additional access staff and that if the Commission decides to fine they can <br />give the fine back. Mr. Beens requested that the Commission defer.final action <br />on the fines until the meeting on the 20th. It was moved by Don Jacobson, <br />seconded by Don Melrose to table the fine until the 20th. Pat Lindquist <br />amended this motion to have the Commission fully prepared ~rith all the information <br />from Group W prior to the me,ting on the 20th. Upon voice vote Don Melrose, <br />Don Jacobson, Pat Lindquist, and John Beissel voted yes. Dan Itartman, Dean Rick <br />and Ben Deemer voted no. Motion carried 4-3. <br /> <br />A strsw vote was taken that a fine for public access would start June 12 at <br />$2,000/day and an additional fine of $2,000/day starting September 12 for the <br />system not being completed and that Tier 3 would not be part of this fine. <br />Pat Lindquist, Dan Rar~man, John Beissel, Don Melrose and Ben Deemer voted yes; <br />with Don Jacobson abstaining. <br /> <br />Meeting adjourned at 6:50 p.m. <br /> <br />Respectfully,s~itted,~ <br /> <br />Barb ?ettibone <br />Administrative Assistant <br />Quad Cities Cable Communications <br />Comission <br /> <br /> <br />
