I <br /> <br />I <br />I <br />i <br />I <br />I <br />I <br /> <br />QUAD CI2 IES CABLE COM~[UNICATIONS COMMISSION <br /> <br /> October 20, 1983 <br /> <br />The regular meeting of the Quad Cities Cable Communications Commission was <br />called to order by Chair Dan Hartman at 5:02 p.m. at Anoka City Hall. <br />Members present: Don Jacobson, Pat Lindquist, Don Melrose, Jerry Dulgar, <br />Dean Rick, Sue Van Wagner, John Beissel and Alternate Ben Deemer. Staff <br />present: Thomas Creighton and Teresa Wesniewski, Court Reporter. <br />Group W: Terrence O'Connell, Dick Beens, Stefan Hammond, Terry Lovaas, <br />Dave Nyberg, Bill Bruce, Holly Bradley, Vincent Dolan, Norval Reece, <br />Terry Meyering, Terry Schuster, Dave McDonald, Mike Galvin. Guests present: <br />Gerald Cotten. <br /> <br />It was moved by Jerry Dulgar, seconded by Pat Lindquist, and unanimously <br />approved to approve the meeting minutes of September 8, September 15, <br />Setpember 23 and October 6, 1983. <br /> <br />It was moved by Don Melrose, seconded by Pat Lindquist to approve the following <br />bills: Commission members - $1,000; Barb Pettibone - $150.75; City of Anoka o <br />for long distance calls - $8.39; American Business Insurance Agency - $439.00; <br />City of Ramsey - engineering fees - $80.00; City of Anoka - postage - $41.20; <br />City of Anoka - file cabinet and office supplies - $335.09. All voted in favor. <br />Motion carried. <br /> <br />Regarding Public Access programming, Don Jacobson said that the changes in the <br />guidelines included there will be no charge for training sessions and the <br />section regarding political candidates will be left in. Mr. Creighton felt <br />that this was not illegal. Terry O'Connell felt the guildelines were accept- <br />able and wanted to put them in place to see how they work. It w~s moved by <br />Pat Lindquist, seconded by Sue Van Wagner to adopt the guidelines as presented <br />and corrected. All voted in favor. Motion carried. <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />Terry O'Connell introduced Dave Nyberg, Program Director. He explained that <br />local origination has been producing programs since May. Examples: Community <br />Band,,County Fair, Father tlennepin Days, St. Stephens Summerfest, high school <br />sports. Also, Terry Lovaas, Public Access Programmer, explained what areas <br />he's been working on. They included: Anoka County Community Health Public <br />service, libraries, Community Education people. Also introduced were all <br />present from Group W. <br /> <br />Terry. O'Connell stated that Group W will have a weekly column in the Union <br />to update weekly programs. Mr. O'Connell would like to have the Commission <br />defer filling three positions until the programming is better. The original <br />proposal called for two video technicians , one in Champlin and one in Anoka. <br />They would like to keep one video technician and trade-off one for a customer <br />service representative. Don Jacobson questioned when the local origination <br />channel was activated. ~.lr. O'Connell said October 3. Programs would air <br />between 6 and 9 p.m., Mo~Lday through Thursday. <br /> <br />I <br />I <br />I <br /> <br />Don Melrose felt the CabLe Commission should have hired a cable administrator <br />from the~beginning. Dan Hartman felt that the Executive Committee should put <br />together an a.~ for this i.osition.
