Regarding <br />local origination more could have been done. He is not in favor of a large <br />fine. Mr. 3acobson feels that: 1) concerning local origination - Group W <br />should agree to purchase full page ads in Anoka and Ch~,plin papers to let <br />the public know local origination is available. 2) Construction - feels <br />that the Cormr, ission should give 2 week credit concerning the September 12 <br />due date. He felt a 15 day levy of a fine of $2,000/day or about $30,000 <br />would be appropriate. <br /> <br />Dan Hartman feels the Commission should receive the lost revenues since the <br />extension. Mr. Harsh feels the Commission should not do either of <br />Don Jacobson's suggestions, but talk to Mr. Reece about the problems. <br />Mr. Hartman wouldn't favor a fine on construction at this time. He feels <br />the Commission should address: 1) the revenues lost to the communities; <br />2) local programming; 3) interactive system. He feels that serious negotia- <br />tions should be started. <br /> <br />Thomas Creighton does not agree with fining for construction. He will meet <br />with Group W next week to start negotiating on how to repair damage without <br />fining, Mr. Creighton feels: 1) the Commission should order Group W to <br />staff local origination to full amount of personnel; 2) pay lost franchise <br />fees to pay costs incurred identifying these problems; 3) damage, to local <br />origination and access Group W should extend $30,000 grant over a period <br />of years. <br /> <br />It was moved by Pat Liudquist, seconded by Jerry Dulgar to establish <br />perimeters for discussion purposes and go into negotiations. Discussion <br />followed. Don Jacobson feels the extensionwas not valid if the Commission <br />doesn't agree on som~type of fine. Jerry Dulgar questioned if Group W <br />was interested in the proposal Thomas Creightonmade. Hr. Reece stated <br />that he would be happy to discuss anything that would enhance the system. <br />Thomas Creighton is still talking about a sum of money of approximately <br />$150,000 over acer rain length of time.
