I <br />I <br />I <br />I <br />I <br /> <br />QUAD CITIES CABLE COM}~NICATIONS CO~'~ISS!O~( <br /> <br /> November 17, 1983 <br /> <br />The regular meeting of the Quad Cities Cable Communications Commission was <br />called to order at 5:06 p.m. by Chair Dan Hartman in the Council Chambers of <br />Anoka City Hall. Members present: Don Jacobson, Don Melrose, Jerry Dulgar, <br />Dean Rick, John Beissel, Ben Deemer. Members absent: Pat Lindquist and <br />Sue Van Wagner. Staff present: Thomas Creighton. Representing Group W: <br />Terrence O'Connell. Guests present: Bob Zeller. <br /> <br />It was moved by Jerry Dulgar, seconded by Dean Rick to approve the October 20 <br />meeting minutes as corrected. All voted in favor. Motion carried. <br /> <br />Chair Hartman explained the information he distriubted prior to the meeting <br />and the resolution he drafted putting the Quad Cities Cable Communications <br />Commission on file as opposing U.S. Senate Bill 66 and House of Representatives <br />Bill 4103. It was moved by Don Jacobson, seconded by Jerry Dulgar to approve <br />the resolution. Ail voted in favor. Motion carried. (Resolution attached) <br /> <br />Jerry Dulgar distributed a report on the cash analysis of the Commission. <br /> <br />Don Jacobson questioned if everyone on the Commission is covered under the <br />insurance. Jerry Dulgar stated yes. It was moved by Don Jacobson, seconded by <br />Dean Rick to approve the cash analysis as presented and the following bills: <br />City of Champlin (NATOA membership) - $40.00; and Baltimore Conference - $299.27; <br />Deli on Main - $30.00. Ail voted in favor, motion carried. <br /> <br />Mr. Creighton explained his bill that was presented. This bill was for August <br />and October. The September billing was missing due to computer error. Me stated <br />that these were bills incurred as a result of Group W's non-compliance. <br />Don Melrose questioned how much Thomas Creighton charged for photo copies in his <br />office. Mr. Creighton stated it was either 15 - 20¢ per copy. It was moved by <br />Jerry Dulgar, seconded by Don Melrose to approve Thomas Creighton's bill for <br />August and October. Ail voted in favor, motion carried. <br /> <br />Thomas Creighton stated that on Monday of this week the attorney for Group W <br />from New York got back to him. He said there were problems with the compromise. <br />Group W claims that all the memo's received on the meeting were different. <br />Mr. Creighton did not hear from New York today regarding this issue. <br /> <br />Chair Hartman explained the cable administrator job description. Donald Jacobson <br />questioned the portion stating that the administrator would serve on the Cable <br />Commission. He felt this should be deleted. Mr. Jacobson also questioned the <br />section stating that this individual would monitor the construction progress. <br />He felt this section wasn't applicable. Chair Hamtman explained that construction <br />could go on in Ramsey. Terry O'Connell felt something should be stated.~about <br />li6e extension. Discussion continued regarding the changes in the job description. <br />(See attached description) Don Jacobson would like to see the Commission go <br />together with Blaine and Coon Rapids to hire an administrator at a higher rate. <br />He was concerned if we hired one alone could we afford to pay this person. <br />Mr. Creighton said that the Chair of North Central and another commissioner <br />are not convinced of the need to hire a cable administrator at this time. <br />Don Jacobson que~;tioned where thi~ person would be housed. Chair Hartman stated <br />probably in Anoka City Hall. <br /> <br /> <br />
