I I I '1 I I Mr. Porupsky stated that trained dogs are valued at $5500 and the Minneapolis Police Department cannot afford to let them run out of control or lose them. Motion by Commissioner Hendricksen and seconed by Commissioner Deemer to recommend approval of the conditional use permit for a private kennel for Mr. Jeffrey Porupsky, contingent upon his entering into a conditional use permit agreement with the City. Motion carried. Voting Yes: Chairman Peterson, Commissioners Kennen, Deemer, Zimmerman, Hendricksen and LaDue. Voting No: None. Absent: Commissioner Schneider. Chairman Peterson informed Mr. Porupsky that his request for conditional use permit will be on Council's agenda for December 22, 1983. Case #2: Flintwood Hills P.U.D.: I I I I I I I I I I I Chairman Peterson stated that on Saturday, December 3, 1983, representatives of NDH, Flintwood I, P & Z and City Staff met to resolve some of the problem areas of Flintwood II proposed P.U.D. Mr. Carson stated that the residents of Flintwood I requested that the density proposed in Flintwood II Phase I be reduced, a natural screening be provided between Flintwood I and Flintwood II, and that all buildings be under a homeowners association. As a result, NDH has the following to offer: proposing 8 quads instead of 5 8-unit buildins in Phase I, units being built at entrance of project will be of the more expensive type. Mr. Ralph Hendrikson - 5460 140th Lane - Stated that the buildings should be more spread out than what is proposed. Would prefer 6 quads instead of 8. Mr. Carson stated that it could be done if the tot lot was deleted from the plans. Mr. Stan Data - 5510 140th Lane - Agreed with Mr. Hendrikson's suggestion for more open space and would also like to see more landscaping. Flintwood I and II should match as much as possible. The transition from Flintwood I to Flintwood II should be gradual, the density lost in Phase I could be regained in Phase II. Mr. Data stated that Mr. Les Batman was unable to attend tonight's meeting and is requesting that P & Z consider not having a cul-de-sac feed into an MSA street and that he also prefers that Flintwood II be~developed as single dwellings. Mr. Data stated that Mr. John Lichter is also unable to attend tonight's meeting and requests that it be made known that he would personally be satisfied with developing quad-type units. Mr. Data stated that Susan Beale is unable to attend tonight's meeting and her view is that this PUD would bring sewer and water into the City and she doesn't understand why it has to be. Mr. Data stated as his own view that he wonders if this development will be able to pay it's own way. Will we find ourselves in the same situation that Shor~wood currently is in? Commissioner Deemer stated that he has researched the Shorewood situation and Shorewood's Original intent was to have a lot more density in the sewered area and for some reason their zoning and development did not occur. Ramsey's intent is to not overbuild the sytem. i I Mr. Raatikka stated that a trunk will not be constructed beyond the proposed PUD; wells will be sized to serve just that area and maybe the area across the street and it is intended that it will more than pay it's own way. It all depends on development and the developer is going to have to go for P & Z/December 6, 1983 Paslc 3 ~ 7
